Job Summary

The Assistant Superintendent for the Baytown Area Water Authority is responsible for establishing the culture, appearance, and reliable function of well-maintained facilities, property, vehicles, and equipment. The position works under the administrative direction of the BAWA Superintendent; cooperates and assists in planning, constructing, and inspecting both self-constructed and capital improvement projects. The BAWA Assistant Superintendent must communicate professionally and effectively both verbally and in writing.

Responsibilities include monitoring water sampling schedules, implementing maintenance and capital improvement plans, preparing reports for state agencies and the BAWA Superintendent, and monitoring budget performance. The role requires attending meetings routinely and preparing accordingly. The position may operate on a rotating "On-Call" basis during emergencies or absences.

Key Duties
  • Supervises and performs chemical and biological lab tests, oversees lab procedures and repairs, and inspects treatment processes for safety and quality compliance.
  • Prepares and compiles reports for management, suppliers, and governmental agencies, including monthly reports to the Texas Commission of Environmental Quality, and discusses these reports with BAWA Board members.
  • Directs workforce performance, audits lab results, and ensures product quality.
  • Acts as QA/QC Officer, ensuring adherence to guidelines, staying updated on regulations, and implementing safety updates.
  • Prepares for audits and inspections from government agencies.
  • Handles personnel duties including hiring, training, coaching, evaluations, and discipline. Manages plant personnel in the absence of the Superintendent.
  • Performs other related duties as assigned.
Minimum Qualifications
  • Bachelor’s Degree in a related field from an accredited institution.
  • At least two years of professional water treatment or related experience.
  • Valid driver’s license with acceptable record; must obtain TX license within 90 days.
  • Grade “B” Surface Water Certificate or equivalent; TCEQ “B” license must be obtained within one year.
  • Supervisory experience demonstrated.
Preferred Qualifications
  • Grade “A” Water license from TCEQ.
  • Over five years of experience in water treatment operations or laboratory work.
Knowledge, Skills, and Abilities

Effective communication, leadership, and organizational skills; knowledge of water treatment regulations; ability to manage personnel and safety programs; experience with employee performance management.

Additional Information

Attendance is essential; may require working beyond 40 hours and during emergencies. The role involves light physical work, exerting up to 20 pounds of force occasionally.
