Job description

The Assistant Superintendent for the Baytown Area Water Authority is responsible for establishing the culture, appearance and reliable function of well-maintained facilities, property, vehicles and equipment. Position works under the administrative direction of the BAWA Superintendent; cooperates and assists in planning, constructing and inspecting both self-constructed and capital improvement projects. The BAWA Assistant Superintendent must communicate professionally and effectively both verbally and in writing.

Duties include monitoring of water sampling schedules; implementation of maintenance plans, capital improvement plans and other programs; preparing and submitting required reports to the appropriate State Agencies and BAWA Superintendent; and monitoring budget performance. Position will attend and prepare for meetings on a routine basis and as assigned. Further, the position will operate on a rotating On-Call basis as needed or under emergency conditions or in the event of absences.

  • Supervises and/or performs chemical and biological lab tests. Oversees lab procedures and equipment repairs. Inspects treatment process and physical plant for compliance with safety procedures and quality standards.
  • Compiles daily information for management, suppliers, and governmental agencies including monthly reports to Texas Commission of Environmental Quality and discusses reports with BAWA Board members.
  • Directs the work force and checks their performance by auditing lab test results, log sheets, and product quality.
  • QA/QC Officer ensuring adherence to all guidelines. Reviews and reads various technical journals and federal and state bulletins to keep current on processes, new treatment chemicals and new regulations. Implements updates to government mandated risk and safety programs.
  • Reports and prepares for audits and inspections from governmental control agencies.
  • Performs personnel related duties including hiring, training, coaching, performance evaluations, and discipline. Manages plant personnel in the absence of the Superintendent.
  • Performs all other related duties as assigned.

Required:

  • Bachelor’s Degree from an accredited college or institution in a related field.
  • Two years experience in a professional level water treatment role, or related field.
  • Valid driver’s license with an acceptable driving record (must obtain TX driver’s license within 90 days).
  • Grade “B” Surface Water Certificate or equivalent if outside of state of TX. (TCEQ issued “B” Surface Water License must be obtained within one year from date in position.)
  • Demonstrated prior supervisory experience.

OR

  • An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.

Preferred:

  • Grade “A” Water license from the TCEQ.
  • Five years or more experience in water treatment operations/laboratory.

Effective communication skills in both written and verbal form. Ability to lead, train, and coach employees on procedures. Specialized knowledge of state, local, and federal regulations that govern water treatment. Aptitude to manage the workforce in an effective and organized manner. Administrative duties include: employee safety program updates and implementation. Personnel related duties include: scheduling, setting performance standards, along with enforcing City personnel policies and standards. Specific duties include: performance evaluation and related documentation.
