Responsibilities

  • Assist field supervision and oversight of contractor activities to ensure compliance with management plans and safety protocols.
  • Monitor and report daily construction activities, including safety, quality, and environmental compliance.
  • Support environmental monitoring, NEPA evaluations, environmental control plans review.
  • Assist with schedule and cost tracking, drawings and specifications updates, RFIs, submittals, change orders.
  • Coordinate testing and inspections, review quality documentation, resolve nonconformances.
  • Attend meetings, prepare reports, document minutes, and support interface management across disciplines.
  • Assist with safety programs, project closeout, warranty tracking, and asset management activities.

Job Description

We are currently seeking a dedicated and accomplished Assistant Resident Engineer for the Hudson Tunnel Project (HTP). This is a once in a lifetime opportunity to contribute to this landmark project that is poised to deliver transformative impacts across economic, transportation, and environmental sustainability.

The busiest rail connection between New York, New Jersey, and the Northeast Corridor, the Hudson Tunnel Project will improve capacity, reliability, and resiliency of commuter and intercity rail transit serving 800,000 daily passengers from Washington, D.C. to New York and New England. This is a milestone project that is slated to receive nearly $12 billion in federal funding, the largest investment in a mass transit project in modern history.

As the Assistant Resident Engineer, you will play a pivotal role in the delivery of this significant project. Responsibilities

The Assistant Resident Engineer will support the delivery and oversight of construction activities for the Hudson Tunnel Project, working closely with delivery team, project management teams, contractors, and stakeholders. This role involves assisting with field supervision, compliance, documentation, quality assurance, and coordination to ensure successful package delivery and adherence to all technical, regulatory, and contractual requirements.

Key Responsibilities
  • Assist with field supervision and construction oversight, supporting day‑to‑day monitoring of contractor activities to ensure compliance with construction management plans, safety and security protocols, and project requirements.
  • Monitor, document, and report daily construction activities, including safety, quality, and environmental compliance, and participate in pre‑condition surveys, mitigation planning, and punch‑list resolution.
  • Support environmental and regulatory compliance by assisting with environmental monitoring programs, NEPA evaluations, environmental control processes, hazardous materials tracking, and review of contractor environmental control plans.
  • Assist with project controls and documentation, including schedule and cost tracking, maintenance of drawings and specifications, processing RFIs, submittals, change orders, and maintaining systematic logs and records.
  • Support quality assurance activities, including implementation of quality management plans, coordination of testing and inspections, review of quality documentation, and resolution of nonconformances.
  • Participate in coordination and communication efforts by attending meetings and technical briefings, preparing reports and presentations, documenting meeting minutes, and supporting interface management across project disciplines.
  • Support safety management, project closeout, and asset management activities, including review of contractor safety plans, incident response support, package closeout, as‑built reviews, warranty tracking, and input into maintenance strategies.
Qualifications
  • Bachelor's degree in Civil Engineering, Construction Management, or a related discipline, with a commitment to professional development and career growth.
  • Minimum 3 years of experience in construction management, field engineering, or inspection on large-scale infrastructure, transportation, tunnel, rail, or similar major projects.
  • Familiarity with federally funded projects and regulatory frameworks, including federal, state, and local codes, standards, permitting processes, and Buy America requirements.
  • Solid understanding of construction methods, project controls, quality assurance processes, document control, and basic cost and schedule management.
  • Working knowledge of environmental compliance, safety management, and sustainability practices, with a strong commitment to safety, quality, and continuous improvement.
  • Strong organizational, communication, and teamwork skills, with proficiency in Microsoft Office and basic project management software; BIM or CAD experience is a plus, along with willingness to work in the field and adapt to changing project needs.
