DEFINITION AND PURPOSE

The Assistant Property Manager I supports the daily operations of the property management office by assisting residents, maintaining accurate records, processing leasing and occupancy documentation, and ensuring compliance with housing policies and procedures. This position serves as a key point of contact for residents, applicants, and the public while providing administrative and operational support to the Property Manager. The role helps ensure efficient office operations, accurate rent collection and reporting, proper maintenance of resident files, and compliance with HUD, RRHA, and affordable housing regulations.

ORGANIZATIONAL RELATIONSHIP

Supervised by: Property Manager
Coordinates with: Internal Departments, Vendors, Internal Leadership, Residents

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES
  • Knowledge of affordable housing, public housing, property management, and leasing practices
  • Understanding of HUD regulations, Admissions and Continued Occupancy Policies (ACOP), Fair Housing requirements, and tenant eligibility procedures
  • Knowledge of office administration, records management, and customer service principles
  • Ability to maintain confidential information and sensitive resident records
  • Skill in data entry, document preparation, filing, and maintaining organized records
  • Ability to process rent payments, prepare receipts, and assist with bank deposits accurately
  • Strong verbal and written communication skills with the ability to interact professionally with residents, applicants, staff, and the public
  • Ability to manage multiple tasks, deadlines, appointments, and priorities in a fast-paced office environment
  • Proficiency in Microsoft Office applications and property management software systems
  • Ability to prepare reports, correspondence, notices, leases, and other documents accurately
  • Ability to assist with wait list management, leasing activities, annual recertification, and resident interviews
  • Knowledge of general office equipment including phones, copiers, scanners, and computers
  • Ability to work collaboratively with property management staff, maintenance personnel, and external agencies
  • Strong customer service skills with the ability to resolve concerns professionally and courteously
  • Ability to understand and follow RRHA policies, procedures, and ethical standards
RESPONSIBILITIES
  • Maintain daily operations of the management office and provide administrative support to the Property Manager
  • Receive, process, and distribute incoming and outgoing mail and messages
  • Collect rental payments, prepare receipts, post payments, and assist with bank deposits
  • Maintain professional and courteous communication with residents, applicants, vendors, and the public
  • Assist residents with forms, requests, leasing inquiries, and occupancy-related matters
  • Process leasing documents, annual recertification, tenant renewals, repayment agreements, and related paperwork
  • Prepare and maintain complete and accurate resident files in compliance with RRHA policies and HUD regulations
  • Assist with application processing and wait list management in accordance with ACOP and applicable federal regulations
  • Maintain office filing systems, traffic logs, inspection schedules, and occupancy records
  • Schedule appointments, meetings, inspections, interviews, and other office activities
  • Assist with unit showings, applicant screening, and occupancy preparation activities
  • Coordinate with maintenance staff regarding work orders, vacant unit preparation, and purchase order procedures
  • Assist with quarterly electric meter readings, billing, and notifications
  • Prepare letters, notices, reports, agendas, meeting minutes, and confidential correspondence for management staff
  • Maintain required computer postings, reports, and inventory records
  • Assist with legal documentation and proceedings related to occupancy and collections
  • Utilize HUD Enterprise Income Verification (EIV) reports and assist with updating resident information as required
  • Attend required staff meetings, departmental meetings, training sessions, and professional development activities
  • Ensure compliance with RRHA policies, ethical standards, Fair Housing requirements, and applicable housing regulations
  • Perform additional duties as assigned.
TRAINING, EDUCATION AND EXPERIENCE
  • High school diploma or equivalent required; relevant degree preferred
  • Moderate experience in affordable housing, public housing, leasing, customer service, or property management; or an equivalent combination of education and experience
  • Bachelors degree in Business Management, Public Administration, Housing Management, or a related field
  • Considerable experience working in a municipality, housing authority, or affordable housing environment
SPECIAL REQUIREMENTS

Must have a valid Virginia Operators license with a good driving record and reliable transportation.

  • Must pass drug and complete background screenings.
  • Must be free to travel as necessary.
  • Obtain certification as a Public Housing Specialist (PHS) or equivalent within two (2) years of employment and no more than two testing attempts
  • Encouraged to obtain Public Housing Manager (PHM) certification for future advancement opportunities
  • Successfully pass the Uniform Physical Condition Standards (UPCS) proficiency test or equivalent within two (2) years of employment and no more than two testing attempts
  • Successfully complete Low-Income Housing Tax Credit Compliance (TaCCs) certification within required timeframes when assigned to a tax credit property
  • Complete Fair Housing training within twelve (12) months of employment and annually thereafter
  • Ability to maintain confidentiality and adhere to RRHA Ethics and Standards of Conduct policies
  • Ability to work occasional evenings or attend meetings and training sessions as required
WORKING CONDITIONS
  • Physial Activity of this position :walking, fingering-picking, pinching, and typing.
  • Physical Requirements of this position: Light work exerting up to 25lbs of force occasionally, and/or up to 10 lbs of force frequently, and/or a negligible amount of force constantly to move objects.
