Assistant Property Manager (Affordable Housing)

Location: Madison, WI (Onsite)

Employment Type: Full-time

Reports To: Property Manager

Pay Range: 23-26/Hr

About the Role

We’re looking for a Assistant Property Manager with affordable housing experience to support day-to-day operations, ensure compliance, and deliver excellent resident service. You’ll handle leasing, certifications, rent ledgers, and maintenance coordination to keep the community running smoothly.

What You’ll Do

Leasing & Resident Services

  • Respond to inquiries, schedule tours, process applications, prepare leases, and manage move-ins/outs.
  • Maintain positive resident relations; handle service requests, notices, renewals, and conflict de-escalation.
  • Keep unit availability, pricing, and marketing listings up to date.

Affordable Housing Compliance

  • Process initial, annual, and interim certifications (TICs); verify income/assets; apply utility allowances and calculate rent.
  • Maintain accurate files and compliance logs; prepare for audits (owner/State HFA, investor, MOR/REAC if applicable).
  • Ensure adherence to Fair Housing, VAWA, reasonable accommodation/ modification policies, and all governing program rules.
  • Run required reports and resolve file findings promptly.

Operations, Maintenance & Vendors

  • Enter and track work orders; coordinate with maintenance for timely completion and quality standards.
  • Support unit turns (walks, punch lists) to meet readiness timelines.
  • Assist with vendor scheduling, insurance/COI tracking, and invoice submission.

Rent Collection & Reporting

  • Post charges, process payments, manage delinquencies/payment plans, and issue notices per state/lease requirements.
  • Assist with monthly reporting (occupancy, traffic, renewals, delinquencies, work orders, compliance status) and budget support.
What You’ll Bring
  • 1–2+ years of on-site multifamily experience; affordable housing/LIHTC (Section 42) required. Section 8/HUD exposure a plus.
  • Working knowledge of income verification, rent calc, utility allowances, TICs, and file audit prep.
  • Proficiency with Yardi/AppFolio/OneSite (or similar), Microsoft Office/Excel/Outlook; strong data accuracy and documentation.
  • Excellent customer service, communication, time management, and follow-through.
  • Ability to handle confidential information and uphold compliance standards.
Preferred Credentials (Nice to Have)
  • Industry certifications such as TCS, HCCP, SHCM, COS (or willingness to obtain within 6–12 months).
  • Monday–Friday schedule with occasional evenings/weekends for tours, emergencies, or events.
  • Ability to conduct property walks and lift/move up to 25 lbs occasionally.
Success Metrics
  • On-time recertifications; file audit scores within compliance thresholds.
  • Occupancy and renewal rate targets met; delinquency maintained within goals.
  • Work-order completion times and unit-turn timelines achieved.
