Job summary

LAUKOA is seeking an Assistant Project Manager for Operations & Maintenance in the Baltimore/DC area. This onsite role focuses on learning all aspects of project operations under the Project Manager, with responsibilities spanning scheduling, budgeting, and contract compliance.

The position prefers candidates with experience in HVAC, electrical, mechanical, construction, or facility maintenance projects and a TS/SCI clearance is highly desirable.

Assistant Project Manager - Operations & Maintenance
Position Summary

The Assistant Project Manager (APM) supports the day-to-day management of Operations and Maintenance (O&M) projects and works closely with the Project Manager to learn all aspects of project operations. This is an onsite, developmental role intended for an individual who can grow into increased project management responsibility. Sites are located in the Baltimore and DC area.

The APM will assist with personnel and subcontractor management, client communication, budgeting, contract compliance, deliverables, maintenance activities, scheduling, and overall project performance. Experience with HVAC, electrical, mechanical, construction, or facility maintenance projects is highly desirable.

Active TS/SCI clearance is strongly preferred.

Key Responsibilities
Project & O&M Support
  • Assist the Project Manager with daily O&M activities, priorities, schedules, and project requirements.
  • Coordinate preventive and corrective maintenance, repairs, inspections, and facility projects.
  • Participate in facility walkthroughs and develop an understanding of HVAC, electrical, mechanical, and other building systems.
  • Track open actions and help ensure work is completed safely, on schedule, and in accordance with contract requirements.
Contract Compliance & Deliverables
  • Read, understand, and become familiar with contractual documents, including Performance Work Statements (PWS), Statements of Work (SOW), specifications, attachments, modifications, and other applicable requirements.
  • Ensure assigned activities are performed in accordance with contractual requirements, company procedures, and applicable regulations.
  • Assist in interpreting contract requirements and communicating applicable requirements to employees and subcontractors.
  • Assist in preparing, reviewing, tracking, and submitting contract-required deliverables.
  • Maintain organized project records and documentation and track contractual deadlines.
  • Identify potential compliance concerns, missed requirements, or scope issues and promptly communicate them to the Project Manager.
Client Management
  • Assist in maintaining professional relationships with clients and key stakeholders.
  • Participate in client meetings, project reviews, and site walkthroughs.
  • Provide clear and professional updates regarding work status, schedules, subcontractor activities, and open issues.
  • Assist in responding to client requests and concerns while ensuring responses and commitments remain within contractual requirements.
  • Develop an understanding of client priorities while balancing operational needs, contract scope, and company objectives.
Personnel & Subcontractor Management
  • Assist with the coordination and management of onsite personnel and subcontractors.
  • Communicate priorities, coordinate workloads, and monitor completion of assigned work.
  • Assist with subcontractor scopes of work, requests for quotes, proposal reviews, scheduling, site access, and performance.
  • Help ensure employees and subcontractors understand and comply with applicable contract and project requirements.
  • Develop effective working relationships with technicians, supervisors, subcontractors, vendors, and project leadership.
Budgeting & Financial Management
  • Assist with project budgeting, cost tracking, forecasting, and financial performance.
  • Assist with tracking labor, materials, subcontractor costs, purchases, and other project expenses.
  • Assist in reviewing vendor and subcontractor pricing and developing cost estimates.
  • Help identify potential cost impacts and opportunities to control expenses while maintaining quality and contract performance.
Qualifications

  • Good computer skills, including Microsoft Outlook, Word, Excel, Project Scheduler and Teams.
  • Ability to read, understand, interpret, and work from contractual documents, scopes of work, technical specifications, schedules, and written procedures.
  • Ability to recognize contractual requirements and understand the importance of performing work within the established scope.
  • Ability to manage multiple priorities in a fast-paced O&M environment.
  • Ability to communicate effectively with clients, technicians, subcontractors, and management.
  • Willingness to work onsite and actively learn all aspects of O&M project management.
  • Strong initiative, professionalism, attention to detail, and problem-solving skills.
Preferred Qualifications
  • Active TS/SCI clearance highly desired
  • Experience in federal government contracting.
  • 2-3 years of experience with O&M, facilities management, construction, HVAC, electrical, or mechanical projects desired.
  • Experience coordinating personnel, subcontractors, or vendors.
  • Experience with budgeting, cost tracking, contract deliverables, or project scheduling.
  • Experience with CMMS, work-order, or project-management systems.
  • Previous project coordinator, supervisory, team-lead, or assistant project management experience.
Education & Experience

A bachelor's degree in Construction Management, Engineering, Business Administration, Facilities Management, Project Management, or a related field is preferred but not required. Relevant technical, military, construction, facilities, or O&M experience may be considered in place of formal education.

Development Opportunity

This position is designed to develop the Assistant Project Manager's ability to manage the complete business and operational aspects of an O&M project. The APM will gain hands‑on experience with contract interpretation and compliance, personnel, clients, subcontractors, budgets, maintenance operations, scheduling, quality, safety, and project performance, with the goal of progressively taking on greater project management responsibility.

Salary

Range between 90 and 110k based on experience and qualifications.
