Construction Manager / Quality Control Manager - Facilities Support Services
Location: Fort Meade, MD
Position Summary

LAUKOA is seeking a qualified Construction Manager / Quality Control Manager to support facilities operations and task order execution at Fort Meade, Maryland. This position is responsible for managing small construction, renovation, repair, and facilities maintenance service order work, including mechanical, electrical, plumbing, architectural, structural, and general building repairs. The selected candidate will oversee planning, coordination, execution, quality control, documentation, and closeout of work to ensure all projects are completed safely, on schedule, within approved scope, and in accordance with contract requirements, applicable codes, manufacturer recommendations, and established quality standards.

Essential Duties and Responsibilities
  • Manage and coordinate small construction, renovation, corrective maintenance, and service order projects from planning through closeout.
  • Oversee facility maintenance-related projects such as chiller replacement, water line repairs, equipment replacement, plumbing repairs, electrical repairs, and building system upgrades.
  • Oversee construction renovation work such as drywall repair, painting, flooring, doors, hardware, minor framing, new electrical work, finishes, and related architectural improvements.
  • Review service order requirements, site conditions, drawings, specifications, scopes of work, and technical requirements.
  • Develop, review, and coordinate scopes of work, bills of materials, labor estimates, schedules, subcontractor requirements, and project documentation.
  • Coordinate work activities with the Project Manager, Site Lead, Safety Manager, subcontractors, vendors, trade personnel, and Government representatives.
  • Conduct pre-work site walks, work planning meetings, quality inspections, and project closeout inspections.
  • Ensure work is performed in accordance with approved service orders, contract requirements, applicable codes, manufacturer instructions, and workmanship standards.
  • Serve as the Quality Control Manager for assigned work and implement the project Quality Control Plan.
  • Conduct quality control inspections for preventive maintenance, corrective maintenance, emergency work, service orders, and construction task order activities.
  • Identify deficiencies, document findings, coordinate corrective actions, and track resolution through completion.
  • Review completed work orders, service orders, inspection records, test results, and closeout documentation for accuracy and completeness.
  • Verify that materials, equipment, and completed work meet contract requirements and approved submittals.
  • Support subcontractor oversight, including review of qualifications, coordination of work activities, quality inspections, and performance monitoring.
  • Coordinate outage requirements, access needs, work sequencing, customer impacts, and site logistics.
  • Support preparation and review of project schedules, daily reports, quality control reports, safety documentation, and progress updates.
  • Assist with change identification, field coordination, technical issue resolution, and documentation of existing conditions.
  • Receive, update, and close out assigned service orders and project records in the CMMS or other required project systems.
  • Promote safe work practices, quality workmanship, accountability, and customer satisfaction across all assigned work.
  • Comply with all environmental, safety, security, and contract requirements.
Minimum Qualifications
  • High school diploma or equivalent.
  • Minimum of five (5) years of experience in construction management, quality control, facilities maintenance, repair, renovation, or operations and maintenance support.
  • Experience managing small construction projects, service orders, task orders, corrective maintenance, or renovation work in active facilities.
  • Experience overseeing multiple trades, including mechanical, electrical, plumbing, carpentry, painting, drywall, and general building repair.
  • Experience performing quality control inspections in a facilities maintenance, construction, or operations environment.
  • Experience supporting commercial, industrial, institutional, secure, or Government facilities preferred.
  • Ability to read and interpret drawings, specifications, scopes of work, schedules, work orders, and technical documentation.
  • Experience preparing quality control reports, inspection records, deficiency logs, corrective action documentation, and closeout packages.
  • Experience using a CMMS, work order system, project management system, or similar tracking system preferred.
Required Knowledge, Skills, and Abilities
  • Working knowledge of construction management, facility maintenance, service order execution, and quality control procedures.
  • Knowledge of construction sequencing, field coordination, work planning, material coordination, and subcontractor oversight.
  • Knowledge of building systems, including HVAC, plumbing, electrical, architectural finishes, doors, hardware, drywall, painting, and general facility repairs.
  • Ability to inspect completed work and determine whether it meets contract requirements, applicable codes, and workmanship standards.
  • Ability to identify field issues, construction deficiencies, safety concerns, and coordination conflicts.
  • Ability to develop and review scopes of work, bills of materials, project schedules, and work plans.
  • Ability to coordinate multiple active projects, trades, subcontractors, and deadlines.
  • Ability to communicate professionally with Government representatives, management, employees, subcontractors, vendors, and facility occupants.
  • Basic computer skills sufficient to use email, Microsoft Office, CMMS records, project documentation systems, and reporting tools.
  • Strong organizational, communication, leadership, and problem-solving skills.
  • Ability to work independently and as part of a multidisciplinary facilities support team.
Security Requirements
  • Must possess and maintain an active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
  • Must comply with all site access, badge, security, information protection, and secure facility requirements.
Physical Requirements
  • Ability to sit, stand, and walk for extended periods while performing construction management and quality control duties.
  • Ability to access mechanical rooms, equipment areas, rooftops, exterior facilities, construction areas, and occupied Government work areas.
  • Ability to climb stairs, bend, kneel, and walk active work sites as needed.
  • Ability to work indoors and outdoors in varying weather conditions.
  • Ability to occasionally lift and carry office materials, inspection equipment, project documents, tools, or materials consistent with the duties of the position.
  • Ability to safely perform inspections and oversight in active construction, renovation, and facilities maintenance environments.
Salary Range
  • $90,000 to $140,000 depending on qualifications
