Job description

Job Title: Assistant Material Laboratory Manager (Project Manager IV)

The Department of Transportation and Public Works has an exciting opportunity for an Assistant Laboratory Manager in the Construction Materials Lab, Construction Division. This position will be responsible for coordinating Materials Lab testing & inspection activities and supervising subordinate lab staff.

Essential Function Examples
  1. Supervise Materials Lab Staff. Assign staff, equipment, and materials to projects, including training subordinates and providing technical expertise and instructions to engineering technicians, engineers, material suppliers, and contractors. Monitor production of materials from manufacturing plants. Participate in employee performance review and appraisal, providing accurate information for the appraising supervisor.
  2. Ensure laboratory and personnel compliance with contract specifications, Quality Control Manual requirements, and Federal-Aid Independent Assurance Sampling and testing requirements.
  3. Serve in the absence of the Laboratory Manager.
  4. Research and coordinate Construction Division staff training on construction methods & practices such as concrete paving, asphalt paving, and structures.
  5. Recommend pavement rehabilitation treatments and project scoping items based on existing pavement conditions, history, and future investment/service life data.
  6. Oversee the review, update, and alignment of the Standard Specifications, Job Special Provision, Standard Drawings, and Resident Engineers’ Guide.
  7. Coordinate Lab & Inspection staff certifications & renewals, including testing and study material acquisition.
  8. Ensure quality testing of manufactured materials from local quarries and sand plants; review asphalt mix designs and concrete mix designs bi-annually.
  9. Forecast in-house testing needs and budget for materials and equipment.
Municipal Testing Program Administration

Communicate with municipal officials and agencies to plan and schedule testing activities. Review reports for accuracy, inform representatives of non-compliance, compile reports, and forecast testing activity for budgeting.

Training and Certification Program Management

Plan and budget for AASHTO laboratory certifications, ensure compliance with certification requirements, and coordinate training and certification programs for staff.

Marginal Function Examples

Assist IT Department with hardware/software maintenance, database management, and staff training on policies and software. Perform other duties as required.

Minimum Qualifications
  • Registration as a Registered Professional Engineer or Architect by the Missouri Board, with five years of related experience, or equivalent education and experience. A valid driver’s license is required.
  • Preferably with construction material testing experience, certifications, and supervisory experience.
