Summary
To serve as an Assistant Patrol Foreman for an assigned Highway Patrol Section/Shed, assisting in supervision and coordination of crew and contractor activities year‑round, ensuring compliance with regulatory, safety, and environmental requirements.
Minimum Qualifications
- Equivalent combination of 3 years of education and experience after high school, including at least 1 year performing all phases of highway maintenance work.
- Valid Commercial Driver’s License, Class B (CDL-B) with appropriate endorsements.
- Motor Vehicle Record (MVR) meeting agency minimum standards.
- Negative result on a pre‑employment urinalysis drug screen per federal and DOT rules.
- Ability to lift or carry material up to 50 lbs. on an intermittent basis.
- Available 24/7 for telephone or other communication.
Trainee Option: Candidates with an equivalent combination of 2+ years of education and experience after high school may be considered and hired in trainee status for this position.
Other Requirements
- Must be available to respond to highway maintenance call‑outs on a 24‑hour basis to earn the maintenance stipend.
Preferred Qualifications
Associate’s degree from a recognized college or technical institute in civil technology or public works administration, or two years of college with at least six semester hours in civil technology or public works administration.
After‑Hire Requirements
Offers of employment are conditional upon obtaining a Commercial Driver’s License medical card, unless the candidate is currently employed by the State of New Hampshire.
Responsibilities
- Assist with hiring and training patrol crews, mechanized equipment operators, and entry‑level personnel involved in all phases of highway maintenance and roadside facility operations.
- Inspects tasks to ensure quality, timely completion, appropriate use of resources, and adherence to safety, environmental, and department guidelines.
- Review work schedules, staffing and job assignments to ensure efficient coverage, and collaborate with other Assistant Highway Patrol Foremen as necessary.
- Maintain section and personnel records, including time/attendance, required data, tracking input, and documentation; recommend staffing, equipment, materials, or operational needs to the Highway Patrol Foreman.
- Supervise patrol crews in the absence of a Foreman to provide continuity of operations.
- Perform intermittent heavy physical labor tasks such as drainage construction, building and equipment maintenance/repair, and general road maintenance.
- Operate 2‑ or 3‑axle commercial trucks (>26,001 GVW), tractors with loaders and/or backhoes, and related highway equipment.
- Execute assigned tasks under adverse conditions, including exposure to high-speed traffic, hazardous materials, inclement weather, extreme temperatures, and disaster situations.
- Ensure the maintenance of all equipment, buildings, and facilities for proper operation, serviceability, cleanliness, and safety within the assigned section.
- Observe environmental and road conditions for the assigned area and determine appropriate actions for plowing or road maintenance mitigations.
- Monitor the rate-of-application of highway materials and substances to ensure adequate supplies and efficient use based on weather, traffic, and geographic conditions, and provide direction to patrol crews and contractors.
- Record, track, and input data on material/supplies used for cost accounts, bookkeeping, and other business reporting functions.
- Meet with local officials, abutters, and contractors regarding access and utility permits.
- Respond immediately in performing winter maintenance and/or other traffic emergency activities on a 24‑hour basis throughout the year.
- Perform work in full conformance with all risk management, safety, and environmental standards, regulations, and administrative orders.
