Job summary

City of East Point in Georgia seeks an experienced Assistant E-911 Manager to oversee emergency communications operations, supervise telecommunicators, and ensure regulatory compliance across federal, state, and local standards.

You will support staffing, training, technology systems, and budget planning while serving as second in command to the Communications Manager and assuming operational control in their absence.

Qualifications

  • Bachelor’s degree in emergency management or related field; Masters preferred.
  • Minimum six (6) years of progressively responsible experience in emergency communications or public safety.
  • Minimum two (2) years of supervisory experience in E‑911 communications center.

Responsibilities

  • Directs supervisors and telecommunicators across all shifts.
  • Assist in hiring, discipline, performance evaluations, and employee development.
  • Oversees scheduling, staffing levels, and overtime management.
  • Ensure compliance with GA POST, GCIC, FCC, and other regulatory standards.
  • Develop, implement, and update policies, procedures, and standard operating guidelines.
  • Monitor and evaluate operational performance, including call handling and response metrics.
  • Oversee training programs, certifications, and quality assurance processes.
  • Assist in budget preparation, resource allocation, and equipment planning.
  • Coordinate with police, fire, EMS, and other public safety partners.
  • Manage major incident communications and provide command level support during emergencies.
  • Assists with technology systems including CAD, radio systems, and E‑911 infrastructure.
  • Prepare reports, statistics, and presentations for leadership.
  • Perform other related duties as assigned.

Job description

This position is a mid-level management position responsible for assisting the overall administration, supervision, and coordination of the City’s emergency communications center. This position provides direct oversight of communications supervisors and personnel, ensures compliance with all federal, state, and local regulations, and supports operational efficiency, staffing, training, and technology systems. The Assistant E‑911 Manager serves as second in command for the Communications Manager and assumes full operational control in their absence.

Major Duties

Minimum Qualifications
  • Bachelor’s degree with major course work in emergency management or related field
  • Masters preferred.
  • Minimum of six (6) years of progressively responsible experience in emergency communications or public safety.
  • Minimum two (2) years of supervisory experience in E‑911 communications center.
  • Equivalent combination of education and progressive experience for twelve (12) years.
Knowledge Required by the Position
  • Knowledge of E‑911 operations, emergency dispatch protocols, and communications systems.
  • Knowledge of supervisory and management principles.
  • Knowledge of federal, state, and local laws governing emergency communications.
  • Skill in decision‑making under high stress conditions.
  • Knowledge of training, quality assurance, and performance management practices.
  • Knowledge of geography and the road system throughout the city.
  • Skill in determining the scope and magnitude of an emergency.
  • Ability to give and follow oral and written instructions.
  • Ability to handle multiple situations at once.
  • Ability to reason, analyze situations accurately, and choose effective action.
  • Ability to remain calm and communicate precisely and clearly in emergencies.

  • Ability to assist and train personnel with performance, safety rules and regulations.

CERTIFICATION, LICENSE AND SPECIAL REQUIREMENTS
  • Georgia POST BCO certification
  • GCIC certifications
  • BLS provider certification.
  • Quality Assurance and Communications Supervisor certifications.
  • APCO and EMD certifications
  • Communications Training Officer certification.
  • State of Georgia Driver’s License.
  • FEMA Incident Command System (ICS) 100, 200, 700 and 800.
  • Georgia Certified Emergency Manager certification within 30 months of employment.
PHYSICAL DEMANDS and WORK ENVIRONMENT

The work is primarily sedentary but may involve extended periods of sitting and using communications equipment. The employee uses tools or equipment requiring dexterity. Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling. Some lifting, carrying, pushing and/or pulling objects and materials of moderate weight from 10-25 pounds may be required.
