Job summary

State of South Carolina is seeking a District Special Projects Engineer-level professional to supervise field engineers and technicians, verify documentation and quantities for payments, and assist with contract administration across highway construction projects.

The role requires a bachelor’s degree in engineering or construction management and at least three years of relevant experience, with travel and availability for irregular hours as needed.

Qualifications

• A bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management and three (3) years of engineering or construction management work experience; or an approved acceptable equivalence.
• Ability to supervise field engineers and technicians.
• Experience ensuring compliance with contract plans and specifications.
• Ability to travel and work outside normal hours.

Responsibilities

• Supervises field engineers and technicians to ensure minimum sampling and testing requirements and quality assurance specifications are met.
• Verifies construction activity is documented by field inspectors and engineers.
• Verifies quantities measured for payment to the contractor are accurate.
• Assists with survey verification.
• Monitors assigned projects, ensuring compliance with contract plans and specifications.
• Ensures all construction-related right-of-way agreements are followed during construction.
• Assists the DSPE with contract administration.
• Reviews and processes contractor submittals.
• Assists the District Special Projects Engineer with project closeout.
• Meets with contractors concerning construction related issues.
• Represents the SCDOT to resolve construction conflicts and protect the Department’s interests.
• Assists DSPE with miscellaneous office management tasks, human resources management, safety.
• Attends preconstruction conferences and other meetings on behalf of DSPE.

As a representative of the SCDOT, helps resolve construction conflicts and ensures the interests of the Department are clearly communicated and protected in the process. Assists the DSPE with miscellaneous office management tasks, human resources management, ensures a safe and productive work environment, etc. Attends preconstruction conferences and other meetings on behalf of DSPE. Performs other related duties as assigned.

Physical Requirements

Physical Requirement: The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position requires driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise. Must be able to work outside in various weather conditions, subject to dust, excessive noise, and traffic hazards for extended periods of time. Required to work additional hours on occasion during inclement weather or emergency situations. May require overnight stay on occasion due to training conferences or to provide assistance in other parts of the state during severe inclement weather or emergency situations.

A motor vehicle operator’s license is required.
