Job summary

South Carolina Department of Transportation is seeking a seasoned Civil Engineer/Construction Manager to oversee highway and bridge construction projects across Interstate, primary, and secondary routes in the district. You will direct survey crews, inspectors, project managers and office staff, ensure compliance with plans and standards, and manage budgets and reports.

Qualifications

• Bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management.

Responsibilities

• Manages and oversees the engineering, technical, and administrative functions for all phases of highway and bridge construction projects on Interstate, primary, and secondary highways as assigned.
• Directs the activities of survey crews, inspection teams, project managers, and office personnel, including personnel selection and hiring.
• Maintains comprehensive knowledge of all construction project requirements and ensures that inspections and surveys are performed accurately and efficiently by qualified personnel.
• Works with staff to resolve moderate to complex project-related issues.
• Meets objectives established in the SCDOT Business Plan.
• Monitors the unit's fuel consumption, paper and printer usage, and operating budget expenditures to reduce overall costs.
• Closes projects within 200 days of completion and maintains a quality management score average of 2.85.
• Ensures projects are completed within budget and provides professional customer service to all clients.
• Ensures timely submission of all reports and final construction plans.
• Maintains complete and accurate project records and conducts periodic reviews to ensure compliance with SCDOT plans, specifications, and standards.
• Works with District Utility Coordinator and county maintenance encroachment managers to manage relocations of utilities and encroachment permit-related work.
• Meets and communicates with internal and external stakeholders including the public, officials, contractors, and industry representatives.
• Participates in public hearings and conferences related to technical matters.

Minimum And Additional Requirements

Physical Requirements: The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position requires driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise. Must be able to work outside in various weather conditions, subject to dust, excessive noise, and traffic hazards for extended periods of time. Required to work additional hours on occasion during inclement weather or emergency situations. May require overnight stay on occasion due to training conferences or to provide assistance in other parts of the state during severe inclement weather or emergency situations.

A motor vehicle operator’s license is required.
