The Department of Transportation is seeking a skilled professional to fill the position of Civil Engineer (Transportation). This role involves providing expert technical assistance and guidance to the Permits Offices located in Carbon and Monroe Counties. In this position, you will be responsible for executing engineering functions within the Highway Occupancy Permit Unit (HOP) to guarantee that all submitted applications adhere to established standards, policies, guidelines, and timelines. Your role will involve assessing designs for new driveways to ensure they align with regulatory and engineering requirements. You will also conduct meetings with applicants, team members, consultants, and local authorities to discuss access to highway rights of way. Additionally, you will provide support to County Maintenance Organizations in addressing driveway-related safety concerns, such as issues stemming from water or ice buildup. Your duties will encompass processing occupancy permits, maintaining comprehensive records, managing associated fees, and preparing detailed reports. You will evaluate the necessity for security measures, including bank letters of credit, based on the scope of proposed work and engineering estimates. Moreover, you will review insurance documentation for permitted projects and provide training to staff on the use of various measuring instruments. Finally, you will assess the potential impact of proposed developments on adjacent properties and determine whether access or drainage releases are required.

Work Schedule and Additional Information:

• Full-time employment
• Work hours are 7:30 AM to 3:30 PM, Monday - Friday, with a 30-minute lunch.
• Telework:You may have the opportunity to work from home (telework) part-time upon successful completion of probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Allentown.

QUALIFICATIONS

Minimum Experience and Training Requirements:

• Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
• Successful completion of the Civil Engineer Trainee training program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
• Four years of civil engineering experience in the appropriate specialty, and an engineer-in-training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate’s degree in civil engineering technology or a closely related engineering discipline; or
• One year of civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline.

Special Requirement:

• This position requires possession of a valid driver’s license.

Other Requirements:

• PA residency requirement is currently waivedfor this title.
