Job summary

Maryland State Department of Education, Division of Rehabilitation Services (DORS) seeks an Assistant Director for the Office of Blindness and Vision Services (OBVS) to lead the statewide Independent Living Older Blind program and to oversee program operations, budgets, and compliance.

The role requires five years of specialized experience in rehabilitation services, with supervisory experience, and a Bachelor’s degree (Master’s preferred for substitution).

Qualifications

• Bachelor’s Degree from an accredited college or university.
• Five (5) years of professional experience in rehabilitation counseling or vocational evaluation, with two years in supervision.
• Master’s Degree or 36 credits in related field may substitute for one year of experience.

Responsibilities

• Direct and coordinate the Division of Rehabilitation Services' statewide Independent Living Older Blind (ILOB) Program and serve as Assistant Director for the Office of Blindness and Vision Services (OBVS).
• Establish performance goals for Independent Living Specialists statewide and strategically manage human resources to ensure high-quality ILOB services for eligible individuals with disabilities.
• Develop, manage, and maintain accountability for the ILOB Case Services Funds budget of approximately $1 million and ensure compliance with federal laws and reporting requirements.
• Provide leadership in staff training, Services for the Blind operations at the Workforce and Technology Center, program evaluation, consumer inquiries, Deafblind Services, special projects, and vendor approvals.
