Position Summary

Directs the operations of an assigned department. Job duties are at the discretion of the Department Director or designee. Under general direction, the employee performs complex assignments requiring extensive initiative and independent judgment to assure that services are provided with the maximum effective use of personnel and ensuring operational functions are accomplished in accordance to applicable rules, regulations and laws.
This is a non-classified "at-will" position and is not subject to Civil Service Rules or any collective bargaining agreement. This is a Management Category I position which includes ten (10) additional Management Vacation Days and a Vehicle Allowance of $390/month.
Essential Job Functions
- Plans, coordinates, manages, and supervises, and oversees the activities and operations for administrative and or technical operations of the department and heads major initiatives.
- Manages the work of assigned personnel; delegates and reviews work assignments; hires, trains, and evaluates employees
- Establishes goals, objectives, and work plans; oversees the design and development of a wide variety of programs and projects related to assigned areas
- Recommends, oversees and administers annual budget of an assigned operation, including organization structure and staffing requirements and monitoring expenditures to ensure operation of divisions is within approved budget.
- Conducts research; studies and analyzes a variety of special projects and assignments; makes recommendations; prepares and presents reports and studies
- Recommends, in the interest of the City, that eligible applicants be hired, and that subordinate employees be reassigned, transferred, disciplined, suspended, terminated, promoted, or commended; participates in the adjustment of grievances; participates in the administration of agreements resulting from collective bargaining negotiations; acts in a confidential capacity.

Minimum Job Requirements
- Bachelor's Degree in Public Administration, Business Administration, or a related field
- Five (5) years in local government administration, at a division manager level or higher.
- Previous supervisory experience required.
- Additional qualifying experience or completion of coursework at an accredited college or university in a job‑related field, may substitute on a year‑for‑year basis for the required experience or education.
- Candidates will be required to pass a background investigation, which includes a polygraph examination, prior to employment.

Preferences
- Master's degree in public administration, business administration, organizational leadership, criminal justice administration, or a closely related field.
- Demonstrated experience leading a large, multidisciplinary bureau, division, or comparable organizational function in local government, public safety, or another complex public‑sector organization.
- Familiarity with law-enforcement accreditation, public-records requirements, records management, procurement, contracting, grants administration, and CJIS-related data‑security requirements.
- Working knowledge of police department operations and the administrative, technological, financial, logistical, and professional‑support functions necessary for effective law-enforcement service delivery.
- Experience developing and administering complex operating and capital budgets, forecasting resource needs, monitoring expenditures, and improving organizational efficiency.
- Demonstrated ability to lead organizational change and implement major initiatives involving multiple departments, bargaining units, vendors, and community partners.
- Ability to effectively manage, support, and collaborate with both sworn and civilian personnel while respecting established chains of command and operational responsibilities.
As public servants, employees may be required to work immediately before, during, and/or after an emergency. All employees must be available and able to work assigned shifts as determined by their Department Heads.
