POSITION SUMMARY:

The Office of Information Technology is responsible for selecting, deploying and supporting software, hardware and telecommunication resources for the 400+ staff members and 200 volunteers of the Central Administrative Offices (CAO) of the Catholic Diocese of Arlington (CDA), the Arlington Catholic Herald (ACH), and the Catholic Charities of the Diocese of Arlington (CCDA) to utilize in fulfilling their mission within the Diocese.

The Information Technology Office is a group of generalists divided into network and application services teams that collaborate on delivering services and projects. The Network Services team is primarily focused on the infrastructure, security and productivity software for the three entities. The network is a two-domain environment with a single AD forest and includes 15 remote Catholic Charities Offices (CC) using point-to-point VPN.

PRINCIPAL DUTIES:

IT Operations

• Direct the day-to-day operational activities of the Information Technology Office.
• Oversee the service delivery across infrastructure, cybersecurity, applications, cloud services, telecommunications, and end-user support.
• Monitor service levels and operational performance to ensure technology systems remain secure, available, and reliable.
• Lead incident response and service restoration efforts during significant technology outages.

Infrastructure Oversight

• Oversee administration of network, server, storage, cloud, identity management, telecommunications, and endpoint environments.
• Ensure enterprise systems maintain required levels of uptime, capacity, security and redundancy.
• Serve as the highest level technical escalation point for complex infrastructure and security issues.
• Oversee network infrastructure technology configuration, documentation and change management processes.
• Evaluate emerging technologies and recommend improvements to infrastructure architecture and operational efficiency.

Cybersecurity & Risk Management

• Assist the Director in establishing and maintaining the cybersecurity program.
• Oversee implementation and monitoring of security controls, security awareness training and vulnerability management activities.
• Lead security incident response, investigations, remediation plans and post-incident reviews.
• Ensure compliance with organization policies, regulatory requirements, and cybersecurity best practices.
• Collaborate with the Director and external cybersecurity firms, managed security service providers (MSSPs), auditors, and technology vendors to plan and execute periodic security assessments, vulnerability scans, penetration tests, and compliance reviews of both internal and externally facing systems; evaluate findings, prioritize remediation efforts based on risk, coordinate corrective actions with IT staff and vendors, and validate that identified vulnerabilities are resolved in a timely manner.
• Manage and administer the disaster recovery program for the CAO including maintaining a current disaster recovery plan, establishing RTO and RPO levels for critical and operational systems in line with organizational requirements, identifying and researching DR technologies and managed services to support business needs.
• Coordinate disaster recovery testing, staff training, and corrective action planning; lead tabletop exercises and recovery test scenarios to validate readiness and identify improvements.
• Review monthly backup testing results to confirm backup systems are functioning properly, identify issues, and coordinate corrective action as needed.

Project and Portfolio Management

• Manage Infrastructure and operational technology projects from planning through implementation.
• Coordinate internal resources, consultants, vendors, and stakeholders to ensure successful project delivery.
• Monitor project schedules, budgets, risks, and milestones.

Budget and Vendor Management

• Assist the Director in preparing and managing the departmental operating and capital budgets.
• Evaluate technology expenditures and recommend cost-effective solutions.
• Manage vendor relationships, contracts, maintenance agreements, and service-level expectations for all network components.
• Participate in procurement and technology acquisition activities.

Team Leadership and Personnel Management

• Lead and supervise assigned IT personnel through coaching, mentoring, performance management, and development.
• Support recruitment, onboarding, team engagement, and retention.
• Establish performance expectations and conduct performance evaluations.
• Promote cross-training and knowledge sharing across all functional areas within the network service team.

In the absence of the Director of Information Technology:

• Assumes operational leadership of the department.
• Serves as the primary technology representative to executive leadership.
• Coordinates responses to major incidents, outages, and cybersecurity events.
