Position Summary
We are currently accepting applications for an Assistant Director, Benefits who manages the implementation and administration of all health and welfare plans (medical, dental, disability, life insurance, retirement, 403(b), etc.) and wellness programs. Develops and recommends new plan designs; implementing changes; proactively staying compliant with regulatory requirements for all plans; and managing major vendor relationships. Reporting to this position are a Benefits Analyst and an HRIS Analyst.
Responsibilities
- Responsible for overall management and administration of benefit offerings, benefit policies and procedures, and open enrollment processes.
- Participates in the development of competitive, innovative and effective health and welfare (H+W) programs.
- Manages relationships with benefits providers and benefits broker to ensure programs are designed and implemented effectively and efficiently.
- Communicates information to employees, former employees and retirees about benefit programs, procedures, changes, and government-mandated disclosures, through email, employee meetings, benefit seminars, and intranet.
- Participates in union negotiations, assists in the development of organization bargaining proposals for employee benefits and analyzes union benefit demands. Obtains and prepares costs data for company and union proposals and final agreements.
- Maintains expert knowledge of benefits’ laws and ensures organizational compliance with all relevant government regulations, including, but not limited to, ACA, ERISA reporting and disclosure requirements, FMLA, COBRA and HIPAA.
- Ensures plans are ERISA compliant, plan documents and Summary Plan Descriptions (SPDs) are up to date, and regulatory compliance filings are completed accurately and on time.
- Partners with cross-functional groups including HR, Finance, and Legal.
- Develops benefit information and statistical and census data for actuaries, insurance carriers and management.
- Serves as Privacy Officer for Human Resources for the Museum.
- Reconciles benefits invoices against actual enrollment.
- Monitors contributions to the 403(b) plan for accuracy and performs the true-up process at the end of each year.
- Creates and manages wellness programming.
- Understands the interplay between different types of leaves (STD, LTD, FMLA, PFL, etc.)
- Manages the Benefits Analyst and HRIS Analyst. Participates in recruitment for select open positions and makes hiring recommendations or decisions for staff vacancies; supervises assigned staff on daily basis, providing relevant training, feedback, guidance, professional development, etc.; ensures compliance with and comprehension of Museum policies; conducts annual performance reviews with direct staff; manages the constructive discipline process, as warranted; etc.
- Performs any other duties reasonably related to the functions described above.
Requirements
- Bachelor’s degree in human resources, finance, business, or related field required.
- Minimum of 10 years experience working in key functions of benefits, at least five of which are in a supervisory/managerial capacity.
Skills And Knowledge
- Comprehensive knowledge of current and emerging best practices and trends in the health and welfare field.
- Excellent oral and written communications skills, including presentation skills, and ability to communicate with stakeholders at all levels from senior leadership to all staff.
- Excellent interpersonal skills, including tact, discretion and ethics while projecting a positive, professional image in all interactions.
- Strong influencing skills required to achieve stakeholder buy-in.
- Strong analytical ability and ability to synthesize and explain key metrics, advantages, risks, costs and other considerations.
- Professional HR or Benefits certification (SPHR, CEBS, or CBP) a plus.
- Strong knowledge of State and Federal laws related to payroll and benefits, including ACA, ERISA, COBRA, HIPAA, FMLA and NYPFL.
- Excellent attention to detail.
- High energy, motivated self-starter.
- Ability to handle multiple time demands and deadlines simultaneously.
- Strong software skills, including Word, Excel, PowerPoint and database management skills.
- Negotiation and consultation skills.
- Ability to problem solve and make sound decisions.
- An anticipatory, participative, cooperative, operating style.
Reports to: Chief Human Resources Officer
Salary range: Minimum of $125,000 to maximum of $175,000 per annum
