Assistant Controller

Reporting to the Assistant Vice President of Finance & Controller, the Assistant Controller supports daily accounting activities for the College. The Assistant Controller is responsible for providing assistance with all facets of accounting functions including, but not limited to, monthly reconciliations, journal entries, financial analysis and reports, and year-end audit. The individual supervises and provides leadership to the Accounting staff and supports operational and reporting matters related to finance, banking, capital accounting, and fixed assets. This role will serve as a liaison for training both inside and outside the department and will assist the Director of Leadership and Talent Development in establishing standards for on-going staff professional development. This position performs complex accounting functions requiring advanced knowledge and application of internal policies and external regulations. The Assistant Controller serves as an essential member of the Division of Finance and will interface and collaborate with the Vice President, Controller and other key members of the College Community and external organizations. The Assistant Controller uses proactive investigative skills and analytical abilities in a complex work environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Operational and Staff Management
  • Oversees all facets of the daily operations including, but not limited to, disbursement, fixed asset, construction/capital accounting, and financial reporting ensuring compliance with College, State, and Federal laws and regulations.
  • Provides direction and leadership in financial management, fiscal policies, and standard accounting procedures. Directs implementation and administration of mandated regulations and policies. Responsible for training accounting staff and other support staff on any new policies or procedures that are implemented.
  • Management level accountability for maintaining and instilling in all staff commitment to continuous process improvement, collaboration, and customer service.
Accounting Functions
  • Performs routine and complex accounting activities requiring knowledge of systems, independent judgment and ability to respond accordingly. Identify the accuracy of journal entries to the general ledger.
  • Oversees and manages an orderly, timely and accurate financial close process, monthly and yearly. Including establishing and maintaining deadlines with the Accounting team and management.
  • Ensures compliance with applicable accounting standards (including GASB, FASB, GAAP, SAS, AICPA and other relevant professional and industry organizations) and reporting requirements.
  • Analyze and reconcile general ledger accounts to subsidiary ledger or other supporting detail according to schedule deadlines. Designs and generates routine ad hoc reports.
  • Assist in the application of new and existing accounting and regulatory pronouncements as well as contribute in the development, implementation and maintenance of appropriate procedure and internal controls for the College.
Financial Reporting
  • Leads/Directs/Prepares monthly and quarterly reports for College and Foundation, Finance Committee and Board of Trustees
  • Prepares financial statement schedules and reports including full preparation of the Act 46 Enrollment Audit. Provide audit requests and support to the external auditors.
  • Prepare required PA Department of Education submissions and other external agencies' reports as w ll as financial studies and surveys per the Controller (IPEDS, Middle States, etc.).
Grant Functions
  • Responsible for the daily and long-range operations of the post-award fiscal management of grants/contracts accounting functions. Collaborate with Grants Development office with pre-award proposals.
  • Approve/disapprove grant, contract, and scholarship expenses by established procedures and grant/gift award requirements/restrictions.
  • Continually monitor grant, contract, and/or scholarship budgets and resolve under spending and overspending conditions. Determine if grant budget modifications are needed and/or accurate.
  • Preparation of financial invoices/billings, payment drawings, and fiscal reports needed for grants and contracts. Coordinates accounts receivable activities including collection on accounts.
  • Assists Controller and college's independent auditors with year-end financial audit Responsible for the coordination of external and internal audits of grant/contract activity
  • Monitors and reviews internal reports of revenues to ensure realization of income and initiates required adjustments.
  • Performs other duties as assigned.
ESSENTIAL KNOWLEDGE AND SKILLS
  • Education/Training/Work Experience
  • Bachelor's degree in Business, Accounting, Finance, or closely related field required. 5-7 years of related general ledger and accounting experience required
  • CPA or Master's degree (preferred).
  • Supervisory and management experience 1-3 years required
  • Experience with financial statement compilation and/or analysis required.
  • Ability to prepare, analyze, and present standard and customized financial, cash flow, and activity reports and report on the financial status of the college, departments and programs.
  • Ability to act independently, understands how decisions fit within the overall college agenda, and navigate the environment.
  • Excellent administrative, oral and written and interpersonal skills.
  • Excellent Information Systems (IT) skills. Demonstrated ability in learning new technologies.
  • Proficiency in business applications, such as Microsoft Office; advanced Excel skills (including pivot tables, macros, and charts), and accounting systems.
  • Ability to obtain a thorough working knowledge of College accounting policies and procedures, including with higher education accounting practices and GASB accounting guidance and standards.

  • Has ability to independently gather, organize, and perform financial analysis assignments.
  • Must be able to work under the pressure of constantly changing priorities, unanticipated urgent demands, and multiple tasks.
