Job summary

Responsibilities

  • Provide advisory assistance on key risk areas affecting UC Health or any of its entities.
  • Understands and is able to research and interpret any complex legal documents, federal, state and local laws and regulations impacting healthcare, payer requirements, and contracts.
  • Reports to the Chief Privacy and Compliance Officer on compliance matters and keeps the Chief Privacy and Compliance Officer informed of significant compliance efforts, issues, and concerns.
  • Consults with outside counsel and other advisors when necessary to address compliance issues that require their resources and/or expertise.
  • Helps coordinate the internal response to governmental inquiries, reviews, audits, complaints, lawsuits and/or prosecutions.
  • Participates and represents UC Health on key committees and leads system-wide initiatives to ensure compliance-risk support, as determined by the Chief Privacy and Compliance Officer or senior leadership.
  • Delegate work as appropriate to the Compliance Operations Analysts (General Compliance and Privacy).
  • Develop and deliver compliance education and training for UC Health physicians, management, and employees.
  • Develop reporting of the responses, countermeasures where risk is identified and facilitation of changes that need to be made to improve compliance.

UC Health is hiring a Full Time Assistant Compliance Officer To assist the Chief Privacy and Compliance Officer in developing, implementing, and engaging UC Health and each of its entities (UCMC, WCH, and UCPC) in an overall compliance and business ethics program that ensures that the health system is providing care and conducting business in accordance with applicable federal, state, and local healthcare laws and regulations and in conjunction with the UC Health Code of Conduct. Specifically, implement and continuously improve the seven elements of the overall compliance program and act as a consulting arm of the organization on compliance related issues. Work independently on issues and keep the Chief Privacy and Compliance Officer updated as needed.

Responsibilities

Compliance Advice. Provide advisory assistance on key risk areas affecting UC Health or any of its entities. Understands and is able to research and interpret any complex legal documents, federal, state and local laws and regulations impacting healthcare, payer requirements, and contracts.

  • Provide compliance guidance, advice, or assistance throughout the system, lines of business, and other risk areas.
  • Inquires into potential compliance matters and makes recommendations about appropriate corrective measures, both institutionally on behalf of UC Health, as well as with respect to individual employees involved in such matters.
  • Reports to the Chief Privacy and Compliance Officer on compliance matters and keeps the Chief Privacy and Compliance Officer informed of significant compliance efforts, issues, and concerns. When requested, helps the Chief Privacy and Compliance Officer inform the UC Health CEO, CAO, CFO, UC Health Audit and Compliance Committee, and Board of Trustees about such matters.
  • Consults with outside counsel and other advisors when necessary to address compliance issues that require their resources and/or expertise.
  • Helps coordinate the internal response to governmental inquiries, reviews, audits, complaints, lawsuits and/or prosecutions.
  • Participates and represents UC Health on key committees and leads system-wide initiatives to ensure compliance-risk support, as determined by the Chief Privacy and Compliance Officer or senior leadership.
  • Delegate work as appropriate to the Compliance Operations Analysts (General Compliance and Privacy).

Manage the Business Ethics and Compliance Program.

  • Assist the Chief Privacy and Compliance Officer in developing and managing the overall business ethics & compliance program at UC Health to prevent and detect criminal conduct and to promote an organizational culture that encourages ethical conduct.

The job duties entail the following:

  • Develop, implement, monitor, manage and update all ethics and compliance policies and procedures. Assist other departments in the development of policies where compliance consultation is needed.
  • Develop and deliver compliance education and training for UC Health physicians, management, and employees. This training includes both annual requirements and specialized training where requested or where an identified risk exists.
  • Evaluate periodically the overall program for effectiveness through surveys and other tools.
  • Develop reporting of the responses, countermeasures where risk is identified and facilitation of changes that need to be made to improve compliance.
  • Perform an annual risk assessment of the overall program. Develop and implement an overall audit plan and program for any high‑level compliance risks identified, countermeasure issues where needed and report out results.
  • Manage the Helpline system for anonymous reporting of potential compliance issues and concerns and investigates concerns.
  • Ensure proper maintenance of databases used to track potential and/or actual violations of law or policy and reporting obligations.
  • Ensure thorough investigations according to policy and plans and partners with HR when needed.
  • Develop a communication plan and individual communications to raise awareness of the overall program throughout the year.
  • Track and ensure that the communication plan is effective. Work directly with Marketing and Communications on implementation. Ensure celebration and scheduling of annual compliance and ethics week yearly at all sites.
  • Promote ethics & compliance through appropriate incentive programs and work with HR to ensure appropriate and fair disciplinary measures for engaging in non‑compliant or criminal conduct.
  • Help implement a system for checking potential hires, current employees, Medical Staff members and vendors against the OIG exclusion database.
  • Create reports provided to the Chief Privacy and Compliance Officer for presentation to management, compliance committees, UC Health Audit & Compliance Committee, and UC Health Board of Directors reporting.
  • Delegate work as appropriate to the Compliance Operations Analysts (General Compliance and Privacy).

Stay informed about changes to federal, state, and local laws and regulations affecting healthcare.

  • Consult and review daily updates to healthcare laws at the federal, state, and local levels for the tri‑state area.
  • Stay current with developing trends in the field of healthcare compliance.
  • Have the ability to benchmark with other academic medical centers nationwide and other hospital systems to understand other programs and improve UC Health’s compliance and business ethics program.
  • Create and maintain a rolling five‑year program to ensure continuous improvement, efficiency, and effectiveness of the plan.
  • Develop a knowledge of HRO and Performance Improvement tools and work issues to maintain efficiencies and create additional improvement.
  • Delegate work as appropriate to the Compliance Operations Analysts (General Compliance and Privacy).
  • Performs other duties as assigned.
