Job SummaryThe Assistant Clinical Director (ACD) provides cross-site clinical leadership and operational oversight in support of the Clinical Directors at Basecamp Recovery Center (BRC). This role holds primary responsibility for Prior Authorization (PA) oversight and billing documentation compliance across all clinical staff at both the Franklinton and Whitehall locations. The ACD floats between sites as needed to maintain consistent clinical, documentation, and billing standards, and serves as a key point of clinical authority for Clinical Supervisors and their teams.Essential Duties and ResponsibilitiesPrior Authorization & Billing OversightOversee Prior Authorization submissions and renewals across both sites, working directly with payers and clinical staff to maintain timely, accurate authorizationsReview and sign off on billing documentation and clinical records for compliance with payer, state, and accreditation standardsTrack authorization expirations and renewal deadlines across both sites, escalating at-risk cases before lapses affect client care or billingServe as the primary point of contact for payer inquiries related to authorization or documentation disputesClinical Oversight & Supervision SupportProvide direct clinical oversight and consultation to Clinical Supervisors at both sites, including diagnostic and treatment planning support within scope of licensureServe as the SUD (substance use disorder) billing sign-off and diagnostic authority for Clinical Supervisors whose scope is limited to mental health documentationReview clinical documentation on a rotating or as-needed basis to identify compliance gaps before they surface in external auditsProvide backup clinical coverage and decision-making at either site when the site's Clinical Director is unavailable, within scope of the ACD's own licensureSupport case consultation for complex, high-risk, or dual-diagnosis clients across both sitesProgram & Compliance SupportPartner with the Clinical Directors on program development, policy implementation, and quality improvement initiativesMonitor caseload distribution, documentation timeliness, and clinical outcomes across both sites, escalating concerns to the appropriate Clinical DirectorSupport onboarding, training, and professional development of clinical staff at both locationsParticipate in incident reviews, audits, and accreditation (CARF) preparation as neededSupport compliance with 42 CFR Part 2, HIPAA, OhioMHAS, and CARF standards across both sites, in coordination with the Corporate Compliance functionContribute to policy and procedure updates affecting clinical documentation, billing, or supervision workflowsOperational & AdministrativeTravel between the Franklinton and Whitehall sites as operationally required, maintaining a floating presence responsive to each site's needsMaintain regular reporting to the Clinical Directors on PA status, billing compliance, and clinical supervision matters across both sitesPerform other clinical leadership duties as assignedScope and Decision-Making AuthorityThis role carries organization-wide clinical authority for Prior Authorization and billing compliance, distinct from site-specific Clinical Supervisor roles. The ACD's SUD diagnostic and billing sign-off authority extends to support Clinical Supervisors whose individual licensure does not independently cover SUD documentation, on a permanent and ongoing basis — this is a standing operational dependency, not a temporary bridge.Independent authority to approve or reject billing documentation for compliance prior to submissionIndependent authority to make SUD diagnostic and treatment-planning decisions on cases referred by either Clinical SupervisorEscalation authority to bring documentation, staffing, or compliance concerns directly to either Clinical Director or the CEO when warrantedNo independent authority over compensation, hiring, or termination decisions for clinical staff — these remain with the Clinical Directors and Human ResourcesKey Performance Indicators (KPIs)Prior Authorization & BillingPrior Authorization submissions processed within 2 business days of receipt, with a target completion rate of 95% before expirationBilling documentation compliance rate of 95% or higher on internal audits, with corrective action plans issued within 5 business days of any identified gapZero or minimal lapses in active client authorizations attributable to missed renewal deadlinesClinical Supervision SupportSUD sign-off and diagnostic consultation requests from Clinical Supervisors addressed within 1 business dayDocumented case consultations for complex or high-risk clients completed within 3 business days of referralClinical Supervisor satisfaction with ACD responsiveness and support, assessed via annual feedbackCompliance & Accreditation ReadinessFull participation in CARF audit preparation with no critical findings attributable to ACD-owned documentation areas100% completion of required continuing education and licensure renewal on scheduleZero substantiated compliance violations related to 42 CFR Part 2, HIPAA, or OhioMHAS standards within ACD's scopeCross-Site Coverage & ConsistencyConsistent clinical and documentation standards maintained across both sites, measured through comparative audit resultsOn-site or remote availability maintained at both Franklinton and Whitehall per the agreed floating scheduleEscalations to Clinical Directors resolved or triaged within 2 business daysNote: The targets above are recommended starting benchmarks based on typical behavioral health leadership standards. They should be reviewed and confirmed with the Clinical Directors and CEO before use in a signed offer or annual review, and adjusted as needed based on BRC's actual volume and staffing.QualificationsEducation:Master's degree in a behavioral health, counseling, social work, or related field requiredDoctoral coursework in a related field (e.g., organizational leadership) is a plus but not requiredLicensure/Certification:Active, independent Ohio clinical credential authorized to supervise clinicians required — LISW, LICDC, or another qualifying credential with CS (Clinical Supervisor) certificationCredential must independently authorize supervision of clinical staff under the applicable Ohio board (counselor/social work board or OCDP, as appropriate to the credential held)Must maintain active, unrestricted Ohio licensure throughout employment and self-report any change in licensure status immediately to Human ResourcesExperience:Minimum of 1 year of clinical supervisory experience in a behavioral health or substance use disorder treatment settingExperience with Prior Authorization processes and behavioral health billing documentation strongly preferredExperience supporting or supervising staff across multiple credential levels (e.g., LSW, LCDC II, LCDC III) preferredExperience working with justice-involved or court-referred populations is a plus, given BRC's client populationKnowledge, Skills, and AbilitiesWorking knowledge of Ohio OCDP supervision requirements and scope-of-practice rules across clinical credential levelsStrong understanding of behavioral health billing, documentation, and payer authorization requirementsWorking knowledge of 42 CFR Part 2, HIPAA, and CARF accreditation standards as they apply to clinical documentationAbility to work independently across multiple sites and manage competing prioritiesSound clinical judgment in prioritizing and triaging documentation, billing, and supervisory issues across two locationsStrong written and verbal communication skills, with the ability to train and support clinical staff at varying credential levelsAbility to build effective working relationships with both Clinical Directors and site-based Clinical SupervisorsWORK ENVIRONMENT & PHYSICAL REQUIREMENTSWork is performed primarily in an office and clinical treatment setting across two locations, with regular travel between sites.
