Job summary

The City of St. Joseph is seeking an Asset Management Specialist to manage street infrastructure and coordinate annual pavement inspections. You will supervise during emergencies and support sealing programs, overlays, and related maintenance activities as part of the Streets division.

The role requires attention to asset data, GIS mapping updates, and reporting on street conditions. Reports to the Superintendent with safety and on-call responsibilities.

Qualifications

  • High school diploma or equivalent required.
  • Three to five years’ experience in related field.
  • Drug screening and criminal background check required.
  • Valid Class A CDL with Tanker Endorsement preferred.

Responsibilities

  • Performs bi-annual A.I. street inspections and administer the city street ratings.
  • Assist in the creation of the work program from obtained data.
  • Updates the pavement management program within the asset management system.
  • Administration corrections and updates to Geographic Information System Mapping program for city street identification, location, and parameters.
  • Prepares annual report on street conditions.
  • Works with Project Management to provide streets for resurfacing, reconstruction, reclaiming and rebuilding annually.
  • Works with Street Maintenance to provide street maintenance programs.
  • Identify and Report emergency street, sewer, and drainage defects for repair.
  • Responds internally to inquiries concerning street repair plans and programs.
  • Inspect, Evaluate, and Record video footage of street conditions prior to and after private contractor construction and travel routes.
  • Interacts indirectly with citizens on street, sewer, and drainage concerns and questions.
  • Acts as supervisor during emergency operations.
  • Performs utility row cut inspections.
  • Assists with management of the sidewalk program.
  • Issues row permits.

Job Summary/Scope

Responsible for street and infrastructure asset’s; responsible for coordinating and making A.I. annual pavement inspections of all City maintained street infrastructure. Assist with yearly lists for contracted street sealing, crack seal, permanent repair asphalt, and the City’s asphalt overlay program. Acts as supervisor during emergency operations. No budgetary responsibilities. Reports directly to Superintendent and Assistant Superintendent of Street and Infrastructure division.

Supervisory Responsibility

Integral to the position of Asset Management Specialist is the responsibility for developing subordinates to their fullest potential by exercising appropriate degrees of coaching, training, guiding, evaluating, correcting and, if necessary, disciplining.

Essential Duties and Responsibilities

Other Duties and Responsibilities

Performs all other related duties as assigned.

Required Knowledge, Skills and Abilities
  • Knowledge of computer systems, databases, and asset management systems.
  • Skills in Microsoft Office and knowledge of asset management software preferred.
  • Skills with video equipment and software.
  • Skills working with manual, electronic, and geographic measuring equipment.
  • Knowledge of asphalt, concrete and brick construction.
  • Knowledge of both maintenance and preventive maintenance procedures of both asphalt and concrete pavements.
  • Knowledge of defects that can affect both asphalt and concrete pavements and ability to ascertain the correct maintenance or preventive maintenance needed to correct them.
  • Ability to prepare accurate records.
  • Knowledge of SIMR emergency procedure protocols.
  • Valid Class A CDL with Tanker Endorsement preferred.
  • Required to be on-call and/or carry a pager and respond to emergencies as needed.
Materials and Equipment Directly Used

Operates a light truck. Using a variety of office equipment including personal computers, precision measuring equipment, there may be times when use of personal vehicle may be required.

Working Environment/Physical Requirements

Work is performed in a variety of settings ranging from an office environment to field work. Exposure to extreme weather conditions. Sit for long periods of time at computer terminal. Operate vehicle for long periods of time. Frequent walking, bending, reaching and stooping. Occasional lifting of 40 pounds. Some overnight or day travel may be required for business purposes. Vacation and other leave scheduling shall be requested of and approved by the appropriate supervisor.

Education

High school diploma or equivalent required. Three to five years’ experience in related field required.
