IMPORTANT NOTE: Candidates selected for the City Planner position from this posting will be appointed on a provisional basis. As a provisional employee, you must take and pass the civil service examination for City Planner and receive a list number from the NYC Dept. of Citywide Administrative Services to be considered for permanent employment. Those who do not pass the exam or are not reached on the list will be terminated from provisional status.
The NYC Department of Environmental Protection (DEP) manages water supply, wastewater, stormwater, and pollution reduction, serving nearly 8 million residents. It is the largest municipal water and wastewater utility in the U.S., with a system of reservoirs, lakes, and extensive infrastructure.
The Bureau of Wastewater Treatment (BWT) oversees sewage treatment facilities across NYC, including treatment plants, sludge facilities, collection systems, labs, and harbor vessels.
This position is within the Asset Management Planning Section, responsible for developing and implementing a comprehensive Asset Management Program (AMP) to optimize operations, maintenance, and asset lifecycle management, aiming to reduce costs and risks while maintaining service quality.
The AMP Planner will evaluate current asset management practices against ISO 55000 standards, develop a maturation roadmap, and produce key documents such as the AM Workplan, Standards, Business Policies, and the Strategic Asset Management Plan (SAMP). Responsibilities also include designing data models, advancing AM practices, and supporting digital transformation initiatives, including data migration strategies.

Assignment Level III: One additional year of professional experience beyond the minimum.
Assignment Level IV: Two additional years of professional experience beyond the minimum.
Preferred Skills
Other requirements include a valid NY State driver's license, and ability to work in high-volume office and industrial site environments with appropriate safety precautions.
Residency in NYC or eligible counties within 90 days of appointment, with specific conditions for city employees.
