Job description

Description

Overall Responsibility:

The Asset Management Program Manager represents Arora and serves as an embedded member of the Philadelphia International Airport team, providing strategic leadership, business process expertise, and sustained oversight of the Department of Aviation's asset management program.

This role connects asset management priorities with airport operations, organizational objectives, capital development, and long-term investment planning. Working across Department of Aviation divisions and with other stakeholders, the Program Manager assesses program maturity, identifies gaps, establishes governance, and leads the organizational change needed to make asset management a consistent part of business planning and decision-making.

The position requires an aviation business process expert with a deep understanding of strategic asset management, organizational alignment, and change management. Its focus is program direction, stakeholder adoption, and management discipline. Software configuration, technical implementation, and day-to-day maintenance execution fall outside its primary responsibilities.

Essential Duties and Responsibilities
Program Strategy and Governance
  1. Lead the assessment of the Department of Aviation's asset management program, including its strategy, governance, business processes, organizational capabilities, and alignment with airport objectives.
  2. Develop and maintain a program charter defining purpose, scope, objectives, decisions, rights, accountability, and measures of success.
  3. Establish a prioritized improvement roadmap that reflects program maturity, operational needs, organizational capacity, and investment priorities.
  4. Create and sustain governance forums, review cycles, escalation processes, and action tracking to maintain accountability and progress.
Organizational Assessment and Change Management
  1. Identify gaps and weaknesses in current asset management practices, including unclear ownership, inconsistent processes, fragmented decision-making, and limitations in information used for planning.
  2. Assess the roles, responsibilities, capacity, competencies, and coordination of personnel supporting asset management; recommend improvements to organizational structure, staffing alignment, and professional development.
  3. Lead stakeholder engagement and change management activities that build shared understanding, commitment, and adoption across Department of Aviation divisions.
  4. Facilitate working sessions to align objectives, resolve competing priorities, clarify responsibilities, and establish consistent business practices.
  5. Embed agreed practices into routine management activities through communication, coaching, follow-up, and sustained oversight.
Capital Development and Enterprise Alignment
  1. Coordinate with capital development leadership to align projects and investment decisions with asset condition, criticality, risk, lifecycle needs, and service objectives.
  2. Review project status, dependencies, and related initiatives to identify impacts on asset management priorities and opportunities for better coordination.
  3. Promote consideration of operational readiness, ongoing ownership, maintenance needs, and lifecycle costs throughout capital planning and project delivery.
  4. Align asset management activities with relevant airport plans, budgets, operational requirements, and other Department of Aviation initiatives.
  5. Build effective relationships with airport leadership, operations, maintenance, engineering, finance, capital development, and other internal and external stakeholders.
Performance, Asset Health, and Investment Priorities
  1. Define meaningful performance measures and reporting requirements that connect asset management activities to airport business outcomes.
  2. Lead the development and ongoing use of management dashboards showing asset health, critical risks, investment priorities, program progress, and decisions requiring leadership attention.
  3. Work with responsible teams to establish reporting ownership, consistent definitions, and appropriate review of information quality.
  4. Translate assessment findings and asset information into clear recommendations for investment prioritization and program improvement.
  5. Monitor decisions, commitments, and corrective actions, providing persistent oversight and the discipline needed to sustain progress.
Requirements
Education/Experience Minimum:
  • Bachelor's degree in business administration, engineering, aviation management, asset management, public administration, or a related discipline, or an equivalent combination of education and relevant experience.
  • Substantial experience in aviation business processes, airport management, infrastructure asset management, or related advisory and program leadership roles.
  • Demonstrated expertise in strategic asset management, including lifecycle planning, asset criticality, risk, levels of service, governance, and investment prioritization.
  • Experience conducting organizational and program maturity assessments and translating findings into practical improvement plans.
  • Demonstrated success leading change management and stakeholder adoption across complex organizations.
  • Working knowledge of airport capital planning, project delivery, operations, and maintenance, and how these functions support asset management objectives.
  • Ability to influence across organizational boundaries, facilitate executive and operational discussions, and maintain accountability without direct supervisory authority.
  • Strong analytical, facilitation, communication, and executive reporting skills.
  • Experience working within a large commercial airport, airport authority, or public-sector aviation organization.
  • Familiarity with ISO 55000-series asset management principles and their application to organizational governance and business processes.
  • Relevant professional credentials in asset management, change management, or program management.
