Job summary

Massachusetts Bay Transportation Authority is seeking an Asset Information Manager to lead governance and lifecycle management of enterprise asset information across MBTA’s systems. You will oversee inventories, condition assessments, asset hierarchies, and data quality in EAMS.

The role requires collaboration with Engineering, Maintenance, Operations, Planning, IT, and GIS to support TAM, NTD, and State of Good Repair reporting, while driving continuous improvement and data-driven decisions.

Qualifications

• Bachelor's degree required in a technical field specified.
• Five years of professional experience in engineering, infrastructure, transportation, maintenance, facilities, construction, asset management or related.
• One year of supervisory experience or leading large projects.
• Experience managing enterprise asset information, infrastructure data, condition assessment programs, engineering documentation, or asset lifecycle management.
• Experience reviewing engineering drawings, specifications, maintenance documentation, and infrastructure records.
• Experience preparing technical reports, budgets, and executive-ready material.

Responsibilities

• Lead asset information management activities for assigned infrastructure, facilities, vehicle, and operational asset groups.
• Establish and maintain enterprise asset information standards and data governance practices.
• Manage asset inventories, condition assessments, asset hierarchies, and lifecycle documentation in EAMS.
• Develop QA/QC processes to ensure data integrity and accuracy.
• Develop and maintain ACCGs, condition rating methodologies, and inspection standards.
• Review and approve asset inventories, condition results, engineering docs, and asset updates.
• Analyze asset condition, performance trends, risks, and maintenance history to support decisions.
• Lead development of reports, dashboards, and metrics for planning and executive use.
• Coordinate asset information activities with Engineering, Maintenance, Operations, Capital Delivery, Planning, IT, GIS.
• Ensure compliance with MBTA policies, federal regulations, and asset management standards.
• Provide guidance to Asset Information Analysts and contractors; support cross-shift operations.
• Respond to emergencies or abnormal conditions as required.

Job description

In accordance with Federal Transit Administration (FTA) Transit Asset Management (TAM) requirements (49 CFR Parts 625, 630, and 673), the Asset Information Manager leads asset information management activities supporting the MBTA Asset Management Program. The position is responsible for the governance, quality, accuracy, and lifecycle management of enterprise asset information, including asset inventories, condition assessments, asset hierarchies, and Enterprise Asset Management System (EAMS) data.

The Asset Information Manager establishes standards, methodologies, and data governance practices that support engineering, maintenance, operations, capital delivery, planning, and regulatory reporting. Working collaboratively with internal stakeholders, consultants, and contractors, the position ensures enterprise asset information is reliable, supports informed decision-making, and advances continuous improvement of the Authority's Asset Management Program.

• Lead asset information management activities supporting assigned infrastructure, facility, vehicle, and operational asset groups.
• Establish, implement, and maintain enterprise asset information standards, business processes, data governance practices, and asset management methodologies.
• Manage asset inventories, condition assessment programs, asset hierarchies, and lifecycle documentation within the Enterprise Asset Management System (EAMS).
• Develop and oversee quality assurance and quality control processes to ensure the integrity, consistency, completeness, and accuracy of enterprise asset information.
• Develop, maintain, and continuously improve Asset Class Condition Guides (ACCGs), condition rating methodologies, and inspection standards.
• Review, validate, and approve asset inventories, condition assessment results, engineering documentation, asset hierarchy changes, and asset information updates.
• Analyze asset condition, performance trends, lifecycle risks, maintenance history, and asset data to support engineering, maintenance, capital investment, and operational decision-making.
• Lead development of reports, dashboards, performance metrics, and technical analyses supporting strategic planning and executive decision-making.
• Support Transit Asset Management (TAM), National Transit Database (NTD), State of Good Repair (SGR), and other regulatory reporting requirements.
• Coordinate asset information activities with Engineering, Maintenance, Operations, Capital Delivery, Planning, Information Technology, GIS, and other stakeholders to ensure enterprise data consistency.
• Review engineering drawings, specifications, maintenance documentation, capital project records, and technical documentation to validate enterprise asset information.
• Develop scopes of work, technical specifications, and performance requirements for consultant-supported asset information and condition assessment initiatives.
• Manage consultant and contractor performance related to asset inventories, condition assessments, asset information collection, and technical deliverables.
• Conduct field reviews and site visits to validate asset information and evaluate data quality.
• Identify opportunities to improve asset management processes, inspection methodologies, data governance, reporting capabilities, and business workflows.
• Provide technical guidance and subject matter expertise regarding enterprise asset information, asset lifecycle management, and asset management best practices.
• Prepare technical reports, presentations, recommendations, and executive briefings supporting capital planning, lifecycle investment, and asset management initiatives.
• Ensure compliance with MBTA policies, federal regulations, industry standards, and enterprise asset management practices.
• Provides technical guidance, work direction, and deliverable review for Asset Information Analysts, Coordinators, interns, contractors, consultants, and other personnel supporting assigned asset information work. On occasion, be flexible to work all shifts and/or locations as assigned or directed.
• Respond or report to work as directed by supervisory personnel for emergencies, extreme weather conditions, or any other abnormal conditions that impair service or the safety of service, twenty-four (24) hours per day, seven (7) days per week.
• Perform related duties and projects as assigned.

Supervision

• Provides indirect oversight and technical guidance for Coordinators, Analysts, interns, contractors, consultants, and other personnel supporting asset information activities.

• A Bachelor’s degree from an accredited institution in Engineering, Construction Management, Architecture, Asset Management, Information Systems, Computer Science, Transportation, Business Administration, GIS, Data Analytics or a related technical field.
• Five (5) years of progressively responsible professional experience supporting one or more of the following: engineering, infrastructure, transportation, maintenance, facilities, construction, capital delivery, asset management, vehicle programs, or other technical programs involving physical assets.
• One (1) year of supervisory experience, leadership, or leading large projects.
• Experience managing or supporting enterprise asset information, infrastructure data, condition assessment programs, engineering documentation, or asset lifecycle management.
• Experience reviewing engineering drawings, technical specifications, maintenance documentation, and infrastructure records.
• Experience preparing technical reports, project budgets, cost estimates, and preparations for senior leadership.
• Strong analytical, organizational, planning, communication and project management skills.
• Proficiency with Word, Excel, PowerPoint, and database applications.
• Ability to work in an active railroad, transit, construction, or maintenance environments.
• Possession of a valid driver’s license without infractions per MBTA policy.
• The ability to work any and all shifts and/or locations as assigned or directed.
• Be available to work twenty-four (24) hours per day, seven (7) days per week.

Substitutions

• A Master’s degree in a related subject substitute for two (2) years of general experience.
• A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.

• Experience managing condition assessment programs, asset inventories, asset lifecycle planning, or Enterprise Asset Management initiatives.
• Experience administering or supporting Enterprise Asset Management Systems (Hexagon EAM, IBM Maximo, Infor EAM, SAP PM, or similar).
• Experience using GIS, SQL, Tableau, Power BI, or similar data analytics and visualization platforms.
• Working knowledge of FTA Transit Asset Management requirements, State of Good Repair principles, and National Transit Database reporting.
• Knowledge of AREMA, APTA, ISO 55000 Asset Management standards, or other applicable transportation industry standards.
• Professional Engineer (PE), Institute of Asset Management (IAM), PMP, GIS, or similar industry certification.
