Job summary

Holliday Rock Co., Inc. seeks a Division Manager for the Asphalt Division in California to lead plant production, paving, dispatch, and maintenance across multiple sites.

You will provide strategic leadership and ensure safety, quality, and efficiency while upholding customer satisfaction. You will manage Area Managers and supervisors, drive cost control and productivity, and align operations with company goals and core values.

Qualifications

  • 10+ years in asphalt production, paving, or heavy civil construction.
  • 5+ years in a management or multi-site leadership role (Area Manager or higher).
  • Strong mechanical and operational understanding of asphalt plant systems and equipment.
  • Demonstrated success in team leadership, project delivery, and safety management.
  • Valid Class C driver's license with clean driving record.

  • Develop and execute operational strategies to meet production targets, improve efficiency, and reduce downtime.
  • Ensure all work complies with company policies, environmental standards, and regulatory requirements (OSHA, AQMD, Caltrans, etc.).
  • Manage capital projects and plant upgrades in collaboration with Engineering and Maintenance.
  • Review production data and financial metrics to monitor performance and identify improvement opportunities.

Job description

The Division Manager – Asphalt Division is responsible for overseeing all asphalt operations within their assigned division, including plant production, paving, dispatch/trucking, and maintenance. This role provides strategic leadership and operational oversight to ensure the highest standards of safety, quality, efficiency, and customer satisfaction are achieved across all plants and crews.

The Division Manager leads Area Managers, Plant Supervisors, and operational staff to drive productivity, control costs, and ensure alignment with Holliday Rock's business goals and core values.

Essential Functions of the Position
LEADERSHIP & OPERATIONS MANAGEMENT
  • Oversee daily operations of multiple asphalt plants, field crews, and dispatch functions within the division.
  • Develop and execute operational strategies to meet production targets, improve efficiency, and reduce downtime.
  • Ensure all work complies with company policies, environmental standards, and regulatory requirements (OSHA, AQMD, Caltrans, etc.).
  • Manage capital projects and plant upgrades in collaboration with Engineering and Maintenance.
  • Review production data and financial metrics to monitor performance and identify improvement opportunities.
TEAM DEVELOPMENT & PERFORMANCE MANAGEMENT
  • Lead, mentor, and develop mangers, and field teams through regular coaching, training, and performance reviews.
  • Promote a strong safety culture and ensure compliance with all companies and regulatory safety policies.
  • Foster teamwork, accountability, and communication across departments
  • Partner with HR to support succession planning and leadership development.
QUALITY CONTROL & CUSTOMER RELATIONS
  • Ensure adherence to quality standards for asphalt production, placement, and testing in coordination with Technical Services and QC.
  • Oversee dispatch operations to maintain professional customer service and best utilize trucking.
  • Collaborate with Sales and Operations to resolve customer issues and support bid preparation or project planning.
  • Support mix design adjustments and technical troubleshooting for field performance.
STRATEGY & BUSINESS DEVELOPMENT
  • Support the Vice President of Operations in forecasting, budgeting, and strategic planning for the division.
  • Identify growth opportunities, operational efficiencies, and new business initiatives.
  • Contribute to company-wide initiatives related to sustainability, recycling (RAP, CMB, and returned material), and resource optimization.
Skills and Knowledge
  • Comprehensive knowledge of asphalt plant operations, paving, and materials production.
  • Strong leadership and management skills with the ability to lead multi-site teams.
  • In-depth understanding of regulatory requirements and compliance (OSHA, AQMD, Caltrans, DOT).
  • Excellent problem-solving, communication, and organizational skills.
  • Financial acumen with experience managing budgets and cost controls.
  • Proficiency in Microsoft Office, dispatch systems, and production tracking software.
Requirements

Physical Demands
  • Ability to work in outdoor environments with exposure to varying weather conditions.

  • Ability to stand, walk, and travel frequently to plant and job site locations.
