Job summary

Avsar Construction Development, Inc. seeks an experienced Asbestos Abatement Coordinator to support environmental projects involving asbestos- and lead-containing materials.

Qualifications

  • Minimum five years of full-time construction experience involving environmental asbestos/lead assessment, sampling, design, monitoring, and abatement.
  • OR two years of full-time construction experience with CSST certification; plus AHERA and EPA RRP as applicable.
  • Bachelor’s degree in Engineering or related field; year-for-year experience accepted in lieu of degree.

Responsibilities

  • Maintain communication with facilities, maintenance and operations, project execution, and design management teams on asbestos/lead issues.
  • Prepare and coordinate site assessments, abatement designs, and project monitoring activities.
  • Review environmental consultants’ assessment, abatement design, and project monitoring reports for accuracy and compliance.
  • Conduct site surveys and recommend removal, disposal, encapsulation, or in-place management of hazardous materials.
  • Prepare job estimates for environmental assessment, design, monitoring, and abatement activities.
  • Prepare technical reports documenting inspection findings, sampling results, and project records.
  • Plan and coordinate repair/removal/disposal/encapsulation of ACBM and lead-based paint.
  • Monitor environmental project compliance with laws, safety regulations, and project specifications.
  • Investigate accidents or environmental concerns during asbestos- or lead-related activities.
  • Perform asbestos bulk sampling and lead wipe or paint-chip sampling.
  • Review condition assessment reports and maintain sampling data and abatement records.
  • Maintain project tracking information and provide progress status updates.
  • Utilize project management systems to monitor progress and report labor charges.

Job description

Avsar Construction is seeking an experienced Asbestos Abatement Coordinator to provide technical support and environmental project coordination for construction, renovation, repair, and modernization projects involving asbestos- and lead-containing building materials. The successful candidate will coordinate environmental assessments, sampling, abatement design, project monitoring, and documentation to ensure projects comply with applicable laws, safety regulations, specifications, and established work practices. This role requires strong technical knowledge of asbestos and lead hazards, field assessment and sampling experience, and the ability to coordinate effectively with environmental consultants, construction teams, project managers, facilities personnel, and other project stakeholders.

Key Responsibilities
  • Maintain open communication with facilities, maintenance and operations, project execution, and design management teams to provide technical support related to asbestos and lead issues.
  • Prepare and coordinate site assessments, abatement designs, and project monitoring activities addressing asbestos- and lead-containing materials.
  • Review environmental consultants’ assessment, abatement design, and project monitoring reports for accuracy, completeness, and compliance.
  • Conduct site surveys and recommend appropriate methods for the mitigation, removal, disposal, encapsulation, or in-place management of hazardous building materials.
  • Prepare job estimates for environmental assessment, design, monitoring, and abatement activities.
  • Prepare technical reports documenting inspection findings, sampling results, construction drawing reviews, and potential impacts to project scope and delivery.
  • Plan and coordinate the repair, removal, disposal, or encapsulation of asbestos-containing building materials (ACBM) and the abatement or in-place management of lead-based paint.
  • Conduct environmental project monitoring during construction to verify compliance with applicable laws, project specifications, safety regulations, and established work practices.
  • Investigate accidents, incidents, or environmental concerns occurring during asbestos- or lead-related construction activities.
  • Perform asbestos bulk sampling and lead wipe or paint-chip sampling to investigate potential releases or elevated exposure.
  • Review condition assessment reports, identify damaged or friable ACBM, and manage asbestos sampling data and abatement records.
  • Maintain project tracking information and provide accurate progress status updates.
  • Utilize project management and tracking systems to monitor job progress, document activities, and report actual labor charges.
  • Coordinate with construction and project management teams to support safe, compliant, and efficient project delivery.
Required Qualifications
Experience
  • Minimum of five years of full-time professional construction experience involving environmental asbestos/lead assessment, sampling, design, monitoring, and abatement;

OR

  • Minimum of two years of full-time professional construction experience involving environmental asbestos/lead assessment, sampling, design, monitoring, and abatement, combined with California Certified Site Surveillance Technician (CSST) certification;

OR

Certifications
  • AHERA asbestos course certifications, including applicable Building Inspector, Management Planner, Contractor/Supervisor, and Project Designer training.
  • EPA Lead Renovation, Repair and Painting (RRP) Certification.
  • California Department of Public Health (CDPH) Lead Certification as applicable, including Inspector/Assessor and/or Project Monitor credentials.
Education
  • Bachelor’s degree in Engineering or a related field from a recognized college or university.
  • Candidates without a bachelor’s degree may qualify with additional professional experience on a year-for-year basis.
Knowledge, Skills & Abilities
  • Comprehensive knowledge of asbestos-containing building materials, lead-based paint, environmental assessment, sampling, abatement, and project monitoring.
  • Strong understanding of asbestos and lead regulations, safety requirements, environmental compliance, and established abatement practices.
  • Ability to conduct field surveys, interpret construction drawings, evaluate hazardous-material conditions, and recommend appropriate mitigation strategies.
  • Experience preparing estimates, technical reports, assessment documentation, and project records.
  • Ability to review and evaluate environmental consultants’ reports for accuracy and compliance.
  • Strong project coordination and organizational skills, including the ability to track multiple environmental projects and competing priorities.
  • Demonstrated ability to communicate effectively with architects, engineers, environmental consultants, contractors, facilities personnel, and project stakeholders.
  • Strong analytical, investigative, problem-solving, and decision-making abilities.
  • Ability to monitor construction activities and identify potential environmental, safety, and compliance issues.
  • Proficiency with project tracking and management systems, including Maximo or comparable systems.
  • Strong written and verbal communication skills with the ability to prepare clear technical documentation and communicate environmental findings to project stakeholders.
