Element Consulting, Inc. is seeking a seasoned professional in Los Angeles area for environmental construction projects focusing on asbestos and lead.

The role involves coordinating with Facilities teams, designing Phase 1 assessments and Phase 2 abatement plans, and validating Phase 3 monitoring reports. You will assess sites, select abatement methods, prepare cost estimates, and ensure compliance with AHERA, EPA Lead, and CDPH requirements while using Maximo to track progress and labor charges

Qualifications

• Five years' full-time construction experience on asbestos/lead environmental projects.
• Two years' full-time environmental experience plus CA CSST certification.
• CA Certified Asbestos Consultant certification.
• AHERA, EPA Lead Renovation, and CDPH Lead certifications.

Responsibilities

• Maintain communication with central and regional facilities teams to provide asbestos/lead support.
• Prepare Phase 1 site assessments and Phase 2 abatement designs.
• Review environmental reports (Phase 1–3) for accuracy.
• Survey sites and recommend abatement methods for asbestos/lead materials.
• Plan repair, removal, disposal, or encapsulation of asbestos-containing materials.
• Use Maximo to plan and track job progress and labor charges.
• Monitor construction to ensure compliance with laws and safety practices.
• Investigate incidents on site related to asbestos/lead projects.

Job description

Duties:

• Maintains open communication with central and regional existing departments in Facilities(Maintenance & Operations, Project Execution, and Central Design Management Group) to providetechnical support related to asbestos and lead issues
• Prepares site assessment (Phase 1), abatement design (Phase 2) to address the impact ofasbestos and lead-containing materials on construction projects
• Reviews environmental consultants’ Phase 1, 2, and 3 (project monitoring) reports for accuracy
• Surveys sites to recommend the best method to mitigate the abatement of asbestos and lead containingbuilding materials
• Prepares job estimates for project assessment, design and monitoring
• Prepares reports describing inspection findings or results and impact to projects determined byreview of construction drawings
• Plans the repair, removal, disposal or encapsulation of asbestos-containing building materials, andabatement or in-place management of lead-based paint on structures and mechanical systems
• Conducts environmental project monitoring during construction to ensure compliance withapplicable laws, project specifications, safety regulations and established work practices
• Investigates accidents or incidents that occur on or near the school grounds during theasbestos/lead related projects
• Performs asbestos bulk sampling and lead wipe or paint chip sampling to investigate asbestosrelease or elevated lead exposure to children
• Reviews condition assessment reports of asbestos-containing building materials (ACBM), addressdamaged/friable ACBM and manage the processing of asbestos bulk sampling data and abatementrecords
• Update projects’ tracking sheets for progress status
• Use Maximo to plan and track job progress and report actual labor charges

Minimum Requirements / Required Experience:

• Five (5) years full time paid professional construction experience on projects involvingenvironmental (asbestos/lead) assessment, sampling, design, monitoring and abatement

• 2 years full time paid professional construction experience on projects involving environmental(asbestos/lead) assessment, sampling, design, monitoring, and abatement PLUS a Certificationfrom the State of CA as Certified Site Surveillance Technician (CSST)

• Certification from the State of CA as Certified Asbestos Consultant

Required Certificates:

• Possession of Asbestos Hazard Emergency Response Act (AHERA), asbestos course certificates(Building Inspector, Management Planner, Contractor/Supervisor and Project Designer)
• Possession of Environmental Protection Agency (EPA) Lead Renovation, Repair and Painting(RRP) Certification
• Possession of CA Department of Health (CDPH) Lead certification (Inspector/Assessor/ProjectMonitor)

Required Education:

• Graduation from a recognized college or university with a bachelor’s degree in engineering or anyrelated field

• Candidates without a degree must have additional years of experience to compensate for educationon a year-for-year basis

Salary dependent on education and experience. Salary range: $90K-$115K
