Job Description
Area Property Manager
Reports to: Regional Manager/President
Job Brief: The AREA MANAGER is totally accountable for all property operations for the Properties within their area. The purpose of the AREA MANAGER is to effectively manage and coordinate persons, activities and available resources in order to accomplish property objectives as set forth by the President and company. These objectives will include maximizing occupancy levels and property values. In addition, the AREA MANAGER will train the Property Manager to perform all duties of the PROPERTY MANAGER.
Essential Functions
- Required to carry company cell phone at all times for any business-related and after-hour emergency calls.
- Conduct all business in accordance with company policies and procedures, Fair Housing, Americans with Disabilities Act, Fair Credit Reporting Act, and all other laws pertaining to apartments.
- Demonstrate and ensure staff maintains professional levels of personal appearance, hygiene, courtesy and telephone manner at all times while at work.
- Hire, recruit, train, motivate and supervise all on-site staff in order to achieve operational goals of assigned properties.
- Ensure property employees are taking the required courses on Gracehill.com in a timely manner.
- Conduct regular staff meetings.
- Promote industry-related education of property personnel.
- Conduct leadership, motivation and career path guidance for all property personnel.
- Maintain personnel files to include accurate attendance, vacation and sick time information for Property Manager. Ensure confidentiality of information.
- Approve overtime only if absolutely necessary, prior to overtime, except in cases of emergency.
Administrative/Office
- Ensure that lease files are complete and that completion of leases is being executed properly.
- Responsible for ensuring office opening on schedule, inspecting condition of office, model apartments and show units.
- Periodically attend meetings and training as required.
- Weekly, review Property Statistical Reporting and immediately address issues.
- Ensure all files and dead files are maintained in accordance with company policy and conduct ongoing audits of all leasing, bookkeeping and maintenance records and lease/resident files.
- Complete the Quarterly Property Inspections.
Resident Relations
- Maintain positive customer service attitude and provide quality customer service to prospective and existing residents.
- Review move-in inspection reports monthly to ensure quality of move-in condition.
- Periodically review move-out notices to determine the cause of move-out.
- Monitor monthly and quarterly safety inspection reports to ensure life safety concerns are addressed in a timely manner.
- Review Incident Reports for Property Managers.
- Ensure property personnel understands workplace safety procedures.
- Ensure Property Managers understand worker’s compensation claims procedures.
- Ensure there is a viable and relevant Disaster and Emergency Plan for the assigned properties, all staff members know the location of the plan and have signed off that they have reviewed the plan.
General
- Perform any additional duties or tasks as assigned by the Regional Manager and/or President.
- Assist in due diligence and take over of new properties.
- Assist in the selection of qualified contractors and vendors as needed.
- Be aware of local/city requirements for multi-site housing.
Financial
- In conjunction with the Property Manager, assist in formulation of budgets and business plans for each upcoming calendar year.
- Train Property Managers on Monthly Property Reporting (i.e. Weekly Reports, Income Report).
- Ensure that all rent collection policies are being followed and make sure that all bank deposits are made daily.
- Audit move-in lease files to ensure rental guidelines are being followed.
- Review Accounts Payable reports to ensure integrity of the systems.
- Periodically review utility bills to control utility costs and ensure all contract rates are being billed properly by utility companies.
- Conduct property audits.
- Read and understand the financial statement and all required financial reports.
- Analyze and approve over-budget expenditures up to agreeable amount per management agreement.
- Maximize revenue and control expenditures of all properties; communicate and monitor progress toward achieving financial objectives.
Facilitation Responsibilities
- Conduct training of the hiring process with Property Managers, including background screening procedures.
- Train Property employees on resident screening – Applicant Screening.
- Ensure all property office employees are trained on leasing administration.
- For new takeovers, ensure properties are members of the local apartment association.
Maintenance
- Physically walk and inspect property on a regular basis; check on vacant apartments.
- Inspect market-ready units.
- Periodically inspect maintenance shops.
- Ensure the timelines and quality of all service issues.
- Interview Maintenance Supervisors as needed.
Marketing/Leasing
- Review market surveys monthly and approve rental increases or concessions.
- Periodically shop competition and be aware of neighborhood market conditions.
- Monitor property marketing plans and leasing promotions on their effectiveness.
- Monitor resident retention plan and social activities.
- Approve renewals and make recommendations for renewal increases.
- Maintain awareness of market/industry conditions and trends via trade publications, professional organizations, etc.
- Review list of “Show Unit” forms, property status and activity reports weekly.
