Under general supervision, plans, organizes and promotes recreation, youth, adult, senior, and community services programs and events; supervises the work of part-time and contract staff; prepares related written and promotional materials and information; performs related duties as required.

Specific Duties and Responsibilities

  • Oversee aquatic facility operations, ensuring compliance with state water chemistry regulations and proper pool maintenance.
  • Develop and enforce safety protocols, ensuring compliance with all regulations.
  • Supervise, train, and evaluate lifeguards and aquatic staff, ensuring certifications are current.
  • Design and manage aquatic programs, such as swim lessons and water aerobics.
  • Address customer inquiries and concerns about programs and safety.
  • Assist in managing the budget, track expenses, and report on program participation.
  • Collaborate with other departments to coordinate programming and maintenance.
  • Conduct risk assessments and emergency drills for staff preparedness.
  • Ensure proper staffing during peak hours and adjust as needed.
  • Stay updated on trends and best practices in aquatic facility management.
  • Maintain cleanliness and ensure safety equipment is accessible and up to date.
  • Develop marketing strategies to promote aquatic programs and boost participation.
  • Ensures adherence to departmental policies and guidelines while overseeing policy updates to improve program delivery, and conducts ongoing staff training for optimal service quality;
  • Performs other duties as assigned.

Qualifications

  • Bachelor's degree in Recreation Management, Sports Management, or a related field.
  • Three (3) years of related work experience to included Three (3) years of supervisory experience;
  • Or equivalent training, education, and/or experience; and
  • Valid Driver’s License.
  • Current certifications in American Red Cross Lifeguard Training, CPR/AED, and First Aid.
  • Additional certifications such as Water Safety Instructor (WSI) and Pool Operator (CPO) or Aquatic Facility Operator (AFO) are preferred.

Supplemental Information

  • Obtain CPRP certification within 2 years.
  • Continually develop as a professional, attend workshops and networking with other professionals annually.
  • Knowledge of City policies and procedures;
  • Knowledge of Microsoft Office Suite.
  • Skill in the operation and use of standard office software which includes databases and presentation programs, along with standard Microsoft products; and
  • Ability to effectively communicate, both verbally and in writing, with co-workers, the public, and elected and appointed officials.
  • Ability to stand, walk, and supervise aquatic and recreational activities for extended periods.
  • Highly organized and have the ability to prioritize projects and handle several projects at the same time.
  • Exhibit good problem-solving skills and good judgment in keeping with the mission of the Recreation Department.
  • Capable of lifting and carrying equipment for program setup and breakdown.
  • This position requires strong visual perception and effective oral communication skills.
  • Regular assessment of aquatic personnel through direct observation and feedback.
  • Conduct scheduled inspections of aquatic facilities and equipment to ensure compliance and safety.
  • Maintain ongoing supervision of operations to identify and address any issues proactively.
  • Engage in frequent verbal communication with aquatic staff and other City personnel to relay information, provide guidance, and ensure operational efficiency.

Employees participate in a statewide retirement program at 7% contribution with a city match of 2:1.

Five years vesting, 20 years retirement at any age.

Vacation

Non-civil service employees accrue 6.67 hours per month (2 weeks per year).

All police employees accrue 10 hours per month (3 weeks per year).

All Fire employees accrue 15 hours per month (7.5 - 24 hour shifts a year).

Sick Leave

Non-civil service employees accrue 10 hours per month (3 weeks per year).

All police employees accrue 10 hours per month (3 weeks per year).

All Fire employees accrue 15 hours per month (7.5 - 24 hour shifts a year).

Holidays

Non-civil service employees receive 13 paid holidays per year including one personal or "floating" day.

Longevity Pay

Earned at a rate of $4 per month.

This is calculated on number of years of service up to and including 25 years (maximum $1200).

Worker's Compensation

Worker's compensation coverage is provided for all employees.

Fire/Police

Eligible for Education/Certification pay.

Deferred Compensation Plans- Mass Mutual/Empower

Payroll deduction for employee participation. City does not contribute.
