Acquisition Program Analyst - SME, Fighter Modernization Programs
Clearance: TS/SCI

Nationwide IT Services (NIS) is currently staffing for an Acquisition Program Analyst, SME to support the Fighter Modernization programs for SAF/AQP, Global Power Programs Directorate. AQP directs, plans, and programs for development, procurement, and product support of a $10B portfolio of global power programs. The portfolio includes legacy fighters, fifth-generation aircraft, as well as sixth-generation aircraft programs. It encompasses the entirety of the DAF munitions procurements, including weapons used in Operation Inherent Resolve (OIR) such as Joint Directed Attack Munition (JDAM), Small Diameter Bomb (SDB), and Hellfire missiles. The Global Power portfolio also includes DAF investments in the nuclear triad, such as the legacy and modernized Intercontinental Ballistic Missile (ICBM) and Cruise Missile programs. These programs are increasingly vital to Air Force Global Power priorities, including Nuclear Command, Control & Communications, Operational Imperatives, and emerging Air Force kinetic priorities.

This position directly supports Headquarters-level actions regarding the Air Superiority 2030 implementation and modernization of the Combat Air Forces (CAF) fighter force structure, providing continuity, operational experience, and technical expertise for force structure implementation.

The tasks for this position include, but are not limited to:

  1. Supporting HAF budget preparation, defense, SAE oversight, decision-making activities, PEO program execution, and oversight of aircraft platforms.
  2. Maintaining and analyzing planning, scheduling, and management data.
  3. Studying, analyzing, and providing recommendations on requirements, acquisition strategies, program documentation, program phase transition plans, supplemental information, and program execution.
  4. Providing impartial assessments of programs approaching milestone decisions and of prime contractor technical and operational issues.
  5. Researching and analyzing program trends, identifying issues, and recommending solutions.
  6. Making recommendations on funding allocation, program goals, objectives, schedules, and direction.
  7. Tracking compliance with program directions and identifying issues.
  8. Researching programmatic issues and tradeoffs related to capabilities, costs, and schedules.
  9. Reviewing and recommending on existing and proposed Air Force acquisition and capability policies and their implementation.
  10. Evaluating the impact of national, DoD, JCS, and civil government policies on Air Force acquisition programs.
  11. Maintaining historical documentation and developing summaries, briefings, and training materials.
  12. Providing quick-reaction analyses of critical issues for Congressional, OSD, Joint Staff, HQ USAF, MAJCOM, NATO, coalition, or bilateral activities.
  13. Preparing PPBE documentation to accurately reflect current programs.
  14. Supporting review processes such as AFROCs, JWCAs, DABs, Congressional cycles, ASPs, AFRBs, CSBs, GAO reports.
  15. Reviewing and documenting MDR and FOIA requests.
  16. Monitoring ongoing studies and developmental work related to weapon systems.
  17. Supporting program-specific efforts like CONOPS, CDD, CPD, IER, and requirements working groups.
  18. Providing data for legislative hearings, program documentation, briefings, Congressional visits, and other events to ensure a consistent Air Force position.
  19. Handling confidential and classified (Secret/TS-SCI) information and communications.
  20. Performing other related tasks as coordinated with the COR.
  21. Supporting Program Objective Memorandum (POM) & Program Planning, Budgeting & Execution (PPBE).

Qualifications:

  • A master's degree in business, engineering, or related discipline.
  • At least 10 years of relevant acquisition experience in a System Program Office and/or Air Force Headquarters.
  • At least 5 years' experience working on Air Force fighter programs, including technology development, requirements, acquisition, or testing.
  • At least 5 years' experience supporting advanced technology efforts involving new capabilities integration into combat platforms, with extensive knowledge of the Air Force requirements development process and experience collaborating across stakeholders to meet technical objectives, especially those addressing threats, and transitioning technologies from labs to programs.

Work Experience Substitutions:

  • 12 years of relevant work experience may substitute for a master's degree.
  • BA/BS degree plus 8 years relevant experience may substitute for a master's degree.
