Job Summary:

  • Assist in the construction, maintenance, and repair of overhead and underground electrical distribution systems.
  • Work under the supervision of experienced linemen, following all safety protocols to ensure reliable electric service to our members.
  • Assist with or perform the installation, maintenance, and repair of electrical distribution lines and equipment.
  • Operate and maintain tools, equipment, and vehicles safely and effectively.
  • Climb poles and work at heights or in confined spaces as needed.
  • Follow all safety regulations, policies, and procedures to ensure a safe work environment.
  • Respond to outages, emergencies, and after-hours calls as required.
  • Read and interpret work orders, maps, and schematics.
  • Maintain a commitment to cooperative principles and member service.

Job Requirements:

Position Title: First Year Apprentice Lineman

I. Principal Objectives of the Position
The First Year Apprentice Lineman is responsible for learning to perform line construction, maintenance and service of distribution lines, substations and associated equipment.
II. Essential Duties and Job Responsibilities
A. Continues to learn and become familiar with the methods of making up various assemblies such as:
1. Cross arms,
2. Down guys and overhead guys,
3. Primary and secondary dead-ends on the ground and on structures with voltages of less than 600 volts,
4. All other assemblies and materials associated with the construction and maintenance of the Cooperative’s system.
B. Learns to read the nameplate on transformers to be able to determine the size and voltage ratings of transformers.
C. Operates line equipment when assigned, complying with all federal, state and Cooperative regulations and safe practices.
D. Continues to study the APPA safety manual and Cooperative safety manuals, and becomes familiar with the standards of construction and the safe methods of handling the various jobs.
E. Studies and becomes familiar with all Cooperative policies and procedures.

F. Attends and participates in all safety meetings scheduled by the cooperative.
G. Performs other such duties as requested or required from time to time.
The First Year Apprentice Lineman will advance to the point of working on structures and performing line work on de-energized structures and working secondary voltages below 600 volts where not on structures, with energized primary and under the direct supervision of a journeyman lineman or supervisor.
III. Skills and Abilities
A. Must possess the skills and abilities required of a Groundman and must be continuing to learn the principles and practices in line construction, service, and maintenance requirements in an electric distribution system.
B. Must be able to recognize and know by name all tools used by the line crew.
C. Must become proficient in climbing poles and working in different positions 360 degrees in either direction on poles.
D. Must become proficient in splicing wire on the ground and on structures with circuits less than 600 volts.
E. Must be able to develop an understanding of the supportive relationships required for individual growth and team spirit with co-workers assigned to the same line crew.
F. Must be able to conduct himself/herself in a courteous manner and be able to gain the respect of his/her co-workers.
G. Must possess (or obtain within six months of hire date) and maintain valid class “A” Tennessee commercial driver’s license.
H. Must be able to perform pole-top and bucket truck rescues.
I. Must be certified in basic first aid and CPR in accordance with Cooperative policies and procedures.
J. Must be able to safely drive and operate Cooperative vehicles and equipment used in the construction and maintenance of the electric distribution system.
K. Must be able to function adequately in emergency situations.

IV. Knowledge
A. Must have satisfactorily gained the knowledge required of Groundman and must be continuing to learn the principles and practices in line construction, service, and maintenance requirements in an electric distribution system.
B. Must continue to learn and become proficient in the operation, maintenance and repair of switching and sectionalizing equipment.
C. Must continue to learn and become proficient in the installation of transformers, wiring of transformer banks, regulators, capacitators and other complicated equipment.
D. Must continue to learn and become proficient in recognizing all hazards and working in a safe manner, observing all safety rules.
E. Must continue to learn and become proficient in RUS specifications, National Electrical Code and National Electrical Safety Code.
F. Must continue to learn and become proficient in: nominal voltages, safe working practices, minimum approach distances, required personal protective equipment (PPE), personal protective grounding procedures and emergency procedures.
G. Within first six (6) months in the position, must complete Part I of TVPPA’s Lineman Apprenticeship Correspondence Training Program and applicable lab.
H. Must know the proper use, care, inspection and replacement procedures for rubber gloves, work gloves, hearing protection, hard hats, climbers, body belts, safety glasses, safety straps, fall protection and personal tools.
V. Physical Requirements (must be able to)
Extend neck to look above, down and side to side; reach overhead, forward and to the side; extend back; use both hands and fingers, grip and twist wrist; bend/stoop; squat/crouch; twist; sit and stand for long periods of time; exhibit visual acuity; walk long distances and on uneven terrain; maintain arm-hand steadiness; climb a pole; lift and carry weights of up to fifty pounds for extended distances; and push and pull weights up to one-hundred-fifty pounds.
VI. Working Conditions (must be able to)
Work eight hours a day, five days per week. Work the on-call rotation as required, including weekends, nights and holidays. Respond immediately to twenty-four hour call-out and work extra hours as required, including weekends,

nights and holidays. Work outside in inclement weather, including temperature extremes. Work with daily exposure to hazards, including electrical, mechanical, traffic, insects, spiders, snakes, dogs and other animals. Drive throughout the cooperative’s service area and beyond, travel may include overnight and outside UCEMC service area.

Maintains on-going communications with the Line Foreman and/or Working Foreman, as appropriate, line crew members, and other Cooperative personnel to ensure appropriate personnel are informed of relevant activities, events and issues.

IX. Minimum Qualifications
Education
Minimum of a high school diploma or GED equivalent is required.
Experience
Must have one (1) year experience as a Lineman Helper or Groundman working with a line crew in electric system line construction, service and maintenance activities, with periodic assignments that demonstrate pole climbing interest and abilities.

The Journeyman Lineman will perform part-time supervisory functions involving:
A. Performs part-time supervisory functions to ensure that trouble crew line personnel assigned for assistance observes safety rules, and routes and executes service and work orders.
B. Performs part-time supervisory functions to provide direction and training of line crew personnel in the lineman apprenticeship training program or of personnel specifically assigned, for further development of skills and abilities.
C. Performs extremely complicated line construction and maintenance work on energized secondaries and on dead primary conductors structures and equipment in accordance with approved specifications.
D. Performs complicated work on energized primary conductors and equipment after proper instruction and training, under close supervision.
E. Carries out service and work order assignments.
F. Interprets staking sheets and prepares material tickets.
G. Prepares daily time sheets.

H. Prepares field and inspection reports.
I. Observes safety rules at all times when assigned to a construction or maintenance work group.
J. Maintains courteous relationships with members while making connects, disconnects, installing services, collecting accounts, reading meters, etc., when assigned.
K. Performs scheduled tool inspections.
L. Performs "on-call" duty assignments, as a condition of employment, when scheduled and/or when required to maintain continuity of service after regular working hours and on Saturdays, Sundays, and Holidays observed by the Cooperative.
M. Safely operates trucks and other construction equipment, as required.
N. Attends and participates in all safety meetings scheduled by the Cooperative as required.
O. Performs other such duties as requested or required from time to time.
III. Skills and Abilities
A. Must possess the skills and abilities required of Fourth Year Apprentice Linemen.
B. Must be able to develop and stimulate the use of training required for individual growth and development and building aggressive and agreeable team spirit among the employees assigned to work with him/her.
C. Must be able to conduct himself/herself in a courteous manner and be able to gain the respect of his/her co-workers.
D. Must be able to constructively participate with the Line Foreman and/or Working Line Foreman in developing work and safety programs.
E. Must be able to perform all tasks and duties involved with line construction, maintenance and service with or without supervision.
F. Must maintain ability to climb wood poles and other structures, as well as ability to work from aerial devices.
G. With limited supervision, must be able to install and remove all types of transformers.

H. With limited supervision, must be able to check three-phase sequence and be able to phase out lines.
I. With limited supervision, must be able to install, replace and remove oil circuit breakers and sectionalizers.
J. With limited supervision, must be able to install, replace or remove capacitors or voltage regulators on energized lines.
K. With limited supervision, must be able to make repairs and maintain transformers, circuit breakers and sectionalizers, and adjust or maintain cutouts.
L. With limited supervision, must be able to move energized lines, including the crossing of other lines.
M. With limited supervision, must be able to seek out cause and repair trouble on low voltage or primary lines and substations.
N. Must be able to check polarity and connect all types of transformer banks using knowledge of electrical theory of transformers.
O. Must possess (or obtain within six months of hire date) and maintain valid Tennessee class “A” commercial driver’s license.
P. Must be constantly aware of all hazards and conduct work in a safe manner, observing all safety rules
Q. Must maintain ability to climb poles and work from aerial devices.
R. Must be able to perform pole top and bucket truck rescues.
