Job summary

Collier County is seeking an experienced IT professional to analyze, develop, program, implement, and maintain software solutions across multiple business units. You will meet with users to define needs, document processes, and manage projects for assigned applications.

The role includes overseeing the automation, maintenance, and security of facilities systems, databases, servers, cameras, and access control, while coordinating changes and ensuring data integrity across complex infrastructure.

Qualifications

Responsibilities

• Analyzes, develops, programs, implements, and maintains software solutions and related systems designed to increase productivity, workflow, capabilities, efficiency and effectiveness of an assigned business unit’s programs, services and administration.
• Meeting with users/customers, analyzing and defining system needs; developing software programs and applications; and implementing, documenting and maintaining applications and associated systems.
• Performs project management for assigned software/applications projects and provides complex professional and technical support.
• Oversees the automation, maintenance, and security of facilities systems and serves as primary administrator for facilities databases, servers, cameras, and access systems.
• Manages large and complex infrastructure, including security cameras, video servers, card readers, Code Blue call boxes, and building automation systems.
• Designs, develops, tests, maintains databases, ensures data integrity, and manages data transfers and conversions.
• Implements new security systems, provides training, troubleshoots applications, and coordinates changes with impacted business units.

Analyzes, develops, programs, implements, and maintains software solutions and related systems designed to increase productivity, workflow, capabilities, efficiency and effectiveness of an assigned business unit’s programs, services and administration. Work involves meeting with users/customers, analyzing and defining system needs; developing software programs and applications; and implementing, documenting and maintaining applications and associated systems. Work also involves performing project management for assigned applications projects. Provides complex professional and technical support to an assigned business unit. Serves as a lead analyst.

Oversees the automation, maintenance, and security of facilities systems throughout Collier County, serving as the primary administrator for all Facilities databases, servers, security cameras, card access systems, and Code Blue emergency call boxes.

Manages large and complex infrastructure, including more than 1,100 security cameras, over 85 video servers and related devices, two card access servers supporting more than 1,300 card readers and 150 controllers, over 200 Code Blue call boxes, and the County’s building automation system.

Responsible for implementing new security systems at both existing and new sites, providing comprehensive applications support, and managing associated computers, mobile devices, and hardware.

Installs, configures, tests, and upgrades applications, supports more than 120 Facilities staff, and evaluates system performance to recommend improvements or the development of new processes and solutions

Defines requirements, develops specifications and documents processes for new software applications and modifications to existing software; meets with users/customers to define user needs; analyzes business functions and work processes; determines technical needs; identifies system compatibility and capacity issues; identifies hardware and other equipment needed to support programs.

Designs, writes and tests new software applications and/or modifications/upgrades which meet identified needs; prepares and maintains system/program documentation; tests prototype applications and works through operational problems; installs and configures software/applications, establishes user access levels, system security protocols.

Provides training and assistance to users; responds to user demands, questions and requests for assistance.

Troubleshoots assigned programs/applications; resolves software application, operating system and network issues that prevent clients from accessing and utilizing information technology; initiates and participates in system upgrades.

Performs project management duties for assigned software/applications projects; identifies project scope, milestones and sequence of project steps/actions; creates and maintains project deadlines; and documents and communicates project status; prepares reports on project schedules and status and submits to management.

Designs, develops, tests and maintains databases for assigned applications; designs database structure and defines database environment; assists Database Administrator with monitoring database performance; ensures data integrity; and manages data transfers, migrations, conversions and/or connections.

Changes the configuration of information systems in accordance with direction/modeling associated with/driven by business processes; fully tests changed performance of system and the impact on the remainder of the systems, documenting configuration changes in accordance with BCC IT standards for documenting process flows; communicates and coordinates changes with impacted business units as needed.

In the case that supervisory functions are assigned: Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

Additional Functions

• On-call work is a requirement of this position.
• Assists with hardware installation, configuring and maintenance.
• Performs special projects as assigned.
• Performs other related duties as required.

Salary offers above the minimum pay grade may be considered based on qualifications.
