Job Overview
The Legislative Data Processing Center (LDPC) provides bi-partisan operational and technical support for the Pennsylvania General Assembly. LDPC is seeking candidates for the Application Support Analyst role, responsible for many of the non-development tasks, including quality control and first-level helpdesk support. Candidate is required to be on-site. This person is responsible for driving QA and testing efforts during all stages of development, and instilling ownership of quality across the whole product team. He/she will work side by side with the entire team to improve overall software quality and provide recommendations for improvement opportunities. This role will provide initiative and ownership in the Support phase, proactively searching for potential issues and helping to resolve them.
Duties and Responsibilities
- Moderate Zoom meetings for session and committee meetings as needed. Admit selected members and allow recognized members to speak when directed. Evening hours may be required.
- Operate the Helpdesk in the House Chamber during most legislative session days. Provide technical support to members and staff. Coordinate with DSYS staff or caucus I.T. departments as needed to resolve any issues. Evening hours are NOT required.
- Assist development teams with research projects and data entry tasks.
- Build deep business knowledge of legislative applications and processes, and share recommendations with the team.
- Analyze and understand each product’s environment, architecture, and interdependencies to determine and apply appropriate test methodologies and cases relative to applications being tested.
- Develop and maintain test plans, scripts, or test cases, so application testing can be defined and repeated in a methodical fashion.
- Assist development teams by reviewing completed projects for accuracy and completeness. Use defined Test Plans to review projects. Identify and document any issues found, then communicate with developers. Retest when completed to verify.
- Review development projects, websites, and user documentation for spelling, grammar, and completeness. Provide input based on a “user’s perspective” regarding functionality and ease of use.
- Take ownership of applications as they move into the Support phase. Review documentation created by developers and update as needed.
- Provide first-level technical support. Troubleshoot issues and gather the necessary information to assist developers.
- Create and maintain user documentation for applications.
- Work with vendors and third-party software to maintain projects that do not require custom development (ex. SMS alerts, Digital Signage, etc.).
- Monitor existing scheduled tasks. Ensure that these tasks run regularly, and report any issues or system alerts to development teams for remediation.
Required Skills
- Self-driven and motivated. Able to stay organized and keep multiple tasks moving simultaneously.
- Excellent teamwork and interpersonal skills.
- Familiarity with online meeting tools (Zoom, Teams, or Google Meet). Training on Zoom will be provided. Ability to stay focused and follow directions provided by the presiding officer in the chamber.
- Moderate technical skills required. Comfortable navigating Windows 10 PC.
- Availability to serve on a rotation for most session days during daytime business hours.
- Ability to learn the legislative process and corresponding software systems. Understand how systems are connected. Ability to test/analyze specific systems, and how systems interact with each other to ensure that requested changes don’t introduce unintended errors.
- Excellent written and verbal communication.
- Experience with Microsoft Office applications. Strong technical writing skills. Ability to create documentation that communicates instructions and process to users. Communicate with users to provide updates on requested changes, or assist users with questions on software usage.
- Able to quickly learn new skills.
- Consistently demonstrates a positive, supportive, and constructive attitude with customers and peers in order to provide exceptional customer service.
- Ability to think critically, provide constructive feedback, and work collaboratively with teammates.
Hours and Expectations
This is a full-time, permanent position. This job requires on-site participation. Remote work is not available on session days, but may be available to complete other tasks. Chamber policy requires men to wear a suit and tie, and women to dress professionally. Dependable, consistent attendance on most session days is essential for this position, as this position will serve in a rotation with other teammates.
