The Department of Public Health seeks a programmer to join a team delivering and supporting agency computer systems. Under limited supervision, responsibilities include analysis, design, coding, testing, and documentation, with emphasis on maintaining uptime and security.
Beyond core development, the role covers web, mobile and client/server modules, integration services, and technical consulting with program and analytics staff. Travel within state may be required; occasional after-hours work.

Under limited supervision the programmer will perform in a team environment complex programming functions, assistance, and technical advice including configuration, writing, testing, and documentation to complex programming of agency computer systems in the Public Health Deputy Area. To include integration and monitoring of supporting backend system processes and solutions, documentation, and remediating and solving customer issues.
The employee will work under limited supervision, following established policies, procedures, and guidelines. The position requires the ability to work independently in establishing priorities and responding to customer needs. Ability to exercise judgement and discretion. Some after hours or weekend work may be required to support critical IT systems and ensure ongoing operational continuity.
A high school diploma and work experience in the modification and maintenance of system programs, the design and development of system software, or the testing and debugging of system software. An associate's degree or a bachelor's degree in a related field may substitute for the required work experience.
Knowledge of information systems design, testing, debugging, analysis, integration, maintenance and security techniques. Experience in writing SQL queries, stored procedures, and XML. Strong analytical and problem-solving skills. Ability to communicate effectively both orally and in writing. Ability to prioritize and complete multiple tasks efficiently and effectively.
May require limited in-state travel for agency events, training, or meetings. Staff must be able to travel independently to agency locations as needed, generally within the Cayce/Lexington – Columbia/Richland County area, with rare travel to other agency facilities throughout South Carolina. Travel may include the use of a personal vehicle. Some overnight travel may rarely be required. This position may require occasional lifting and carrying of office supplies or equipment (typically up to 30 pounds), as well as periods of sitting, standing, walking, reaching, and bending in a standard office environment. If the agency is activated during an emergency event, this position may be required to provide 24/7 support to ensure the continued operation of critical IT systems, devices, and services relied upon by the agency.
Experience in Microsoft MVC, C#, .NET, jQuery, CSS, SQL, webservice development, and reporting in a web environment. Experience with Rhapsody, HL7, LOINC and/or SNOMED, Tomcat (or JBoss).
