Job Description
The State of Utah Division of Technology Services (DTS) is seeking a full-time Senior Applications Web Developer assigned to a dedicated Software Applications Services sub-unit supporting the Department of Corrections and the Board of Pardons and Parole. This developer will work on mission-critical software applications, from large operational systems to average-sized products, through a mix of in-house development and integration of vendor-provided products with internal database connections and other API interfaces. In joint effort with these agencies, the unit is modernizing its systems, environments, and tool sets, and expanding and migrating its services to meet evolving industry standards and best practices. This is a full stack, Java-based position on an Agile development team that performs all developer roles on large and moderate-sized complex system functions and products, and it requires advanced knowledge of application coding, technical environments, development tools, and typical application development processes. In keeping with industry trends, the developer is expected to adopt and become proficient in AI-assisted coding methods and tool sets alongside the team. The role requires excellent communication with business users and technical staff, the ability to handle multiple assignments, and consistent, independent delivery against estimated deadlines.
Key Responsibilities
- Participate as a member of assigned Agile development team(s), including planning sessions and meetings that coordinate and report on development activities.
- Assess specifications, provide time estimates, and prioritize assignments to meet established deadlines.
- Follow the Software Development Methodology (SDM) and use development tracking software to collaborate on and document assignments.
- Perform coding tasks on application screens and their internal technical functions to ensure defined requirements are met on assigned epics, features, and stories.
- Develop system functionality, algorithmic calculations, notifications, database connections, intermodular microservices, API web services, and bi-directional interfaces with other systems.
- Build and maintain websites, web forms and reports, cron schedules, security protocols, and authentication and access elements.
- Perform configuration management, version control, system builds, merges and refreshes, and ongoing technical maintenance and technical debt resolution.
- Ensure delivered products meet standards, security requirements, and data accuracy, and that interrelated screens continue to function correctly.
- Prepare test scenarios and data, pre-test products before delivery, and provide detailed information to testers.
- Work with project managers/scrum masters, information analysts, database administrators, DevOps system administrators, testers, business analysts, product managers and owners, and DTS enterprise experts.
- Assist other developers to meet team goals, and provide feedback on development challenges and on application design and function.
- Develop institutional knowledge of agency policies and operations, and keep current with emerging technologies, tools, and methods, including AI-assisted coding.
Required Technical Skills
- 7 years of employed experience as a full stack Java-based application developer.
- Direct experience developing and maintaining web applications using Java 11 and 21, Spring / Spring Boot 2.6 and 3, Spring JDBC, and JPA.
- Experience building REST APIs and applying distributed architecture patterns.
- Experience with relational databases and database analysis.
- Experience as a developer within a team environment and a structured software development life cycle (Agile, SAFe, Waterfall, or other).
- Ability to develop test cases, test applications using standard methodologies, and validate for requirements, quality, performance, accessibility, data integrity, and functionality.
- Exposure to and practice with AI-assisted coding concepts, tools, and techniques.
- Excellent verbal and written communication skills, including the ability to discuss detailed requirements with business users and technical staff.
Preferred Qualifications
- Institutional knowledge and direct experience as a web developer on criminal justice systems (e.g., Corrections, community supervision, rehabilitative programs, Boards of Pardons and Parole, Courts, Public Safety, Local Law Enforcement, Criminal Justice Commissions).
- Experience as a principal web developer on mission-critical applications for medium to large public or private organizations (1,000 or more employees).
- Skills for maintaining older applications: Java 8, Struts (1 and 2), Hibernate 3 / JPA, jQuery, jQuery DataTables 1.8–1.12, Subversion, and Ant.
- Experience with Informix, PostgreSQL, and other relational databases; data warehouses; Business Intelligence tools; mobile device development; and other emerging technologies.
- Experience with system interfaces using microservice and API technologies.
- Experience converting Figma Material Design to Angular code.
- Training and experience with development methods and approaches to application security.
- Direct knowledge of the concepts, structures, and ceremonies of the SAFe Agile Development Model.
- Certifications and other formal qualifications in the computer science field.
