The Minnesota Department of Administration is seeking an APEX Accelerator Area Manager to lead technical and marketing assistance for Minnesota businesses aiming to sell to government entities. APEX Accelerator Area Manager
  • Agency: Administration Dept

  • Salary: $26.12 - $37.91 /hour; $54,538 - $79,156 /annual
  • Job Class: State Program Administrator, Intermediate
  • Telework Eligible: Yes (up to 50% hybrid telework; up to 10% travel)

MN APEX Accelerator (formerly PTAC) provides technical and marketing assistance to Minnesota businesses interested in selling their products and services to the federal, state, and local government entities. Staff advises and assists clients in identifying market opportunities and preparing applications, certifications, and registrations necessary for them to do business with all levels of government.

As an Area Manager you will administer the provisions of Minnesota Statutes Chap. 16C.16 related to targeted groups (small, minority, veteran, women, and disadvantaged businesses). You will provide technical and marketing assistance to Minnesota businesses, support government sales, assess market position, develop marketing and business strategies, and offer solutions to government contracting issues.

Minimum Qualifications
  • One (1) year of experience in legal, business, diversity, or government contract work.
    • A Bachelor's degree in information technology, economics, business, or a related field may be substituted for one (1) year of experience.
    • An Associate's degree may be substituted for six (6) months of experience.
  • Strong communication skills to make professional presentations in front of diverse audiences.
  • Ability to conduct independent research of government marketplace and online systems.
  • Ability to learn complex material and create concise curriculum for adult learners.
  • Demonstrated proficiency in analyzing and interpreting data and contract language.
  • Skilled in common PC tools: databases, spreadsheets (Microsoft Excel), and word processing (Microsoft Word).
  • Ability to work independently with minimal supervision and collaboratively within a team.
Preferred Qualifications
  • Corporate or small business experience.
  • Working knowledge of governmental procurement registrations, programs, regulations, processes, administration, and marketing.
  • Ability to obtain certifications through NAPEX, Project Management Professional, and/or Federal Contracts Manager., etc.
  • Experience with NeoSerra (APEX Accelerator reporting system) or similar CRM, SAM, Certify.SBA.Gov.
  • Knowledge of Waiver, Minority, and Veteran Owned Small Business certification requirements.
  • Knowledge of small business operations, financing, insurance, bonding, and market analysis.
  • Experience working with people from varied cultural backgrounds and for whom English may be a second language.

  • Possess a valid driver's license with acceptable motor vehicle record or reliable transportation.
