Job summary

The State of North Carolina - Adult Correction is seeking an Accounting Technician III (NS) to supervise four Accounting Technicians in the General Accounting–Accounts Payable area. You will help ensure timely processing of invoices, leases, and purchase orders, while maintaining GAAP compliance.

The role requires strong Excel skills, experience with NCFS reporting, and the ability to communicate policies clearly to internal stakeholders. A related degree is preferred.

We have a mission that matters!The primary purpose of the Department of Adult Correction Controller’s Office is to ensure that all department financial resources and funds are received, disbursed recorded and accounted for in accordance with all applicable State and Federal laws and regulations, Generally Accepted Accounting Principles (GAAP) and Department policy and procedures. The Controller’s Office at the agency level has oversight responsibility of the North Carolina Financial System (NCFS) regarding transactions which affect the financial responsibility of this Department and is accountable to the office of the State Controller for the integrity of that data.The position is responsible for training, supervising, and directing four Accounting Technicians within the General Accounting–Accounts Payable section of the Controller’s Office. The role oversees daily AP operations, resolves complex payment issues, and serves as a primary point of contact for leased office and warehouse space.Key responsibilities include:~ Resolving complex invoice, payment, lease, and purchase order issues.~ Monitoring SharePoint and ensuring invoices are processed within 10 business days.~ Generating and analyzing NCFS reports to resolve holds, credits, and payment delays.~ Using Excel and PivotTables to research and compare financial data.~ Communicating accounting policies, procedures, and best practices to staff.Knowledge Skills and Abilities/Management PreferencesSalary Range: $45,431 - $79,504Knowledge, Skills and Abilities/Management PreferencesCandidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement.The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:• Considerable knowledge of accounting methods, procedures, and accounting practices, including the ability to prepare fiscal reports and analyze the financial statements and report results, as well as research, identify, and resolve discrepancies in accounting transactions.• General knowledge of a variety of technology, financial systems, and software packages to create and maintain data, with a basic understanding of how to troubleshoot system deficiencies and inefficiencies and apply knowledge to communicate and resolve problems in a timely manner.• Strong experience reviewing, interpreting, and communicating policies and procedures, plus experience understanding, interpreting, and applying the laws and regulations pertaining to financial records and communicating findings clearly and concisely in oral and written form to both internal and external stakeholders.• Proven experience supervising lower-level staff completing various financial functions of moderate to considerable complexity.
