Job summary

The Salvation Army USA Eastern Territory in Philadelphia seeks an Anti-Human Trafficking Victim Advocate to provide trauma-informed support to clients referred through the PAD program. You will screen, assess, and coordinate aftercare services with partner agencies, ensuring victim-centered care.

Work schedule is full-time, 9am-5pm, with some evenings and travel; a BSW or related degree is required (MSW preferred) and a valid driver’s license is essential. Bilingual in Spanish preferred.

Qualifications

• BSW or related degree required; MSW preferred.
• Two years of experience in human trafficking victim services or related field.
• Experience with trauma-informed care; Sanctuary Model preferred.
• Valid driver’s license and reliable transportation.
• Spanish bilingual preferred; Mandated Reporter training within 30 days of employment.

Department: Philadelphia Social Service Ministries; New Day Drop In Center

Work Location: Philadelphia County

Availability of Position: Immediate

Schedule: Full-Time (40 hours a week), Monday – Friday, 9am -5pm, with one evening required per week. Some additional evenings and weekends may be required.

Reporting Relationship: Diversion and Clinical Services Program Manager

Salary/Grade: $45,500-$50,000 annual; 10 Exempt

Position Overview

The Victim Advocate will work with the Program Manager, the Assistant Director of Anti-Trafficking and PAD Partner agencies in Philadelphia as an integral part of The Police-Assisted Diversion (PAD) program. PAD is a diversion program that offers social services to individuals in lieu of the traditional legal system. It involves a unique, active collaboration between police officers, social service providers, and local government. The PAD Victim Advocate will provide immediate contact, screening and assessment to individuals arrested for the crime of prostitution and for those receiving services at the New Day Drop-in Center. The Victim advocate will provide trauma informed clinical case management to all clients and will work with the area service provider partners to ensure follow up and coordination of all immediate aftercare services.

Duties

• Conduct initial screening and intake of all individuals referred to New Day’s PAD program, as well as social referrals and walk-ins to the New Day Drop-in Center
• Participate in managing a 24/7 hotline for response to victims of HT and coordinate services needed for all potential victims.
• Provide trauma informed care and victim center approach to all operations.
• Provide mobile case management in the community, accompanying clients to necessary appointments.
• Develop individualized trauma informed and culturally sensitive service plans for self-sufficiency with clients to coordinate ongoing short- and long-term aftercare services.
• Assist all clients through linkages to area resources as identified in individualized service plan for obtaining self-sufficiency such as employment, education, training, detoxification, mental health, physical health, legal, family, and financial.
• Build rapport and relationships with local Law Enforcement to ensure ongoing communication and victim centered policies.
• Keep up to date case notes, ensure client confidentiality, and conduct ongoing data collection and entry into Community Services database for all cases.
• Manage a direct service caseload of 15-20 clients at any given point.
• Performs related duties as assigned

Qualifications

Requirements

BSW or related degree required. MSW preferred. Two years of experience working in human trafficking victim services or a related field (ex. Domestic violence, sexual assault, immigrant rights, workers’ rights) in a role that involves direct service provision. Experience with trauma informed care, preferably a working knowledge of Sanctuary Model for Trauma Informed services. Must have an understanding of the issue of domestic human trafficking. Must have a valid driver’s license and reliable transportation to travel from site to site as may be needed in the performance of duties. Must be willing to travel long distances to meet with clients and community partners. Professional-level communications skills. Bilingual in Spanish preferred. As a Mandated Reporter, must provide proof of having completed training on recognizing and reporting child abuse meeting the training standards of PA Act 153 of 2014 within 30 days of employment with recurrent training required every five years thereafter. Meets the Child Protection Clearances required by PA Act 153 to include PA Child Abuse History Clearance, PA State Police Criminal Record Check and FBI Criminal Record Check. Must possess an appreciation for and support of the mission of The Salvation Army.
