Job summary

Harnett County seeks a strategic leader to manage its Animal Services Department. The role oversees adoptions, shelter operations, spay/neuter clinics, humane euthanasia, rabies prevention, and dangerous dog investigations, while coordinating with law enforcement and nonprofit partners.

The position directs daily activities, budget oversight, staff training, and program development to reduce over-population and enhance animal welfare within the county.

Qualifications

  • Bachelor’s degree in Public Administration, Business Administration, Animal Science, Veterinary Technology, or a related field.
  • Five (5) years of experience handling and caring for animals in a supervisory capacity.
  • Or equivalent education and/or experience; and
  • Animal Shelter Management Certificate desired or the ability to obtain within two years.

Responsibilities

  • Markets and promotes services provided by the Department to the community.
  • Oversees both the shelter and field operations along with assigned staff.
  • Responds to inquiries from citizens, state, etc.
  • Oversees dangerous dogs’ petitions.
  • Collaborates with non-profit organizations to serve the needs of animals and community.
  • Organizes and manages daily activities relating to animal care and operations of a shelter.
  • Implements, organizes, and provides oversight of spay/neuter clinic; coordinates animal alterations.
  • Promotes responsible pet ownership through humane education.
  • Reduces complaints and other animal related problems including over-population.
  • Completes annual animal license renewals, DEA license and related requirements.
  • Provides training for all staff.
  • Coordinates animal control investigations and programs with various law enforcement agencies.
  • Communicates with the public regarding adoptions, complaints, and other animal problems.
  • Prepares/monitors Division budget, revenues/expenses, and prepares special reports as needed.
  • Maintains scheduling of events; represents the Department when needed.
  • Creates and submits reports Administration, Board of Commissioners, and State as needed.
  • Performs other related duties as assigned.

POSITION SUMMARY:

Performs effective enforcement of County animal ordinances through the development and management of supporting programs for the Animal Services Department of Harnett County. This includes overseeing animal adoptions, spay/neuter clinics, shelter operations, humane euthanasia, rabies prevention program, and dangerous dog investigations; interacting with national/state/local organizations related to animal control; and providing support for daily activities including budget, requisition requests, and recruitment.



ESSENTIAL FUNCTIONS OF THE POSITION:

MINIMUM REQUIREMENTS TO PERFORM WORK:


  • Bachelor’s degree in Public Administration, Business Administration, Animal Science, Veterinary Technology, or a related field;

  • Five (5) years of experience handling and caring for animals in a supervisory capacity;

  • Or equivalent education and/or experience; and

  • Animal Shelter Management Certificate desired or the ability to obtain within two years.



KNOWLEDGE, SKILLS, and ABILITIES:


  • Knowledge of law/code enforcement principles, procedures and techniques.

  • Knowledge of shelter animal care, disease prevention/treatment and vector analysis.

  • Knowledge of the principles and practices of public administration.

  • Skill in delivering customer service.

  • Skill in communicating, both verbally and in writing.

  • Ability to work under pressure and to deal tactfully with diverse individuals.

  • Ability to perform research and analyze statistics and other related data.

  • Ability to manage multiple tasks.

  • Ability to interpret codes, ordinances, policies and procedures.



PHYSICAL DEMANDS:

Must be able to perform light work frequently exerting up to 10 pounds of force to lift, carry, push, pull, or otherwise move objects; and occasionally requiring to exert up to 20 pounds of force to move objects. This work also involves the physical abilities of balancing, crouching, feeling, grasping, handling, discriminating among sounds, kneeling, having manual dexterity, using mental acuity, reaching, performing repetitive motion, speaking, stooping, expressing ideas by the spoken word, shouting to be heard above ambient noise and walking. An incumbent must also possess the visual acuity to analyze data, work with color or depth perception, determine accuracy or observe facilities, operate motor vehicles or equipment, and inspect defects or fabricate parts.



WORK ENVIRONMENT:

The employee works in both an office and kennel environment. Work requires handling livestock as well as companion animals. The employee will potentially work whenever the County conducts business including during major weather events.
