Job summary

Mission Essential Group seeks an Analytic Methodologist/Collections Manager to develop GEOINT analytic collection strategies for NGA and ONI support. The role involves collaborating with government POCs, preparing requirements in GIMS, and ensuring alignment with policy and national information needs.

Qualifications

  • Must be able to coordinate the collection of information between the customer and NGA in support of analytic requirements.
  • Understanding of GEOINT tasking mechanisms and training, including drafting and submitting requirements using the appropriate systems.
  • Five (5) years of practical work experience as a GEOINT Collection Requirements Manager; 5 years with GEOINT systems, database structures, and query tools.

Responsibilities

  • Evaluate the effectiveness of analytic collection strategies and adjust collection strategies as required to meet analyst requirements.
  • Coordinate manual, semi-automated and automatic analytic methodologies with required organizations to secure national-level approvals.
  • Research opportunities for data acquisition and new uses for existing data and collaborate with Government POCs to perform analyses.
  • Coordinate collection of information between the customer and NGA to support analytic requirements.
  • Draft and submit analytic collection requirements using GIMS, and/or other relevant tasking mechanisms.
  • Assist customer collection managers in monitoring requirements.
  • Provide training to customer collection managers on collection tools and policy updates; assist in creating SOPs and quick reference guides.

Analytic Methodologist/ Collections Manager

Location: NGA Franconia/Springfield, Virginia

Clearance: TS/SCI

Mission Essential is seeking an Analytic Methodologist to support ONI work at NGA and is responsible for developing GEOINT analytic collection strategies in support of operational production requirements and research and development transition efforts. Duties include but are not limited to:

Responsibilities
  • Evaluate the effectiveness of analytic collection strategies, research causes for poor satisfaction rates and adjust collection strategies as required to meet analyst requirements using tools including GIMS, Orchestration Services (formerly known as CEDALION), BVI, and Web Fishtools.
  • Coordinate manual, semi‑automated and automatic analytic methodologies with all required organizations to ensure final approval at the national level and information needs are appropriately satisfied.
  • Research opportunities for data acquisition and new uses for existing data as well as collaborate with respective Government points of contact (POC) to perform exploratory and targeted data analyses.
  • Coordinate the collection of information between the customer and the National Geospatial‑Intelligence Agency (NGA) in support of analytic requirements.
  • Draft and submit analytic collection requirements using the Geospatial‑Intelligence Information Needs System (GIMS), and/or other relevant tasking mechanisms.
  • Assist customer collection managers in monitoring requirements.
  • Provide training to customer collection managers as required to ensure they understand the various collection management tools and are updated on all policy changes and new capabilities that could impact collection, dissemination and/or exploitation of NTM data. Also assist in the creation of standard operating procedures, quick reference guides or needs procedures in collaboration with the government.
Requirements
  • Must be able to coordinate the collection of information between the customer and NGA in support of analytic requirements.
  • Must have a good technical understanding of NTM GEOINT systems and consider the trade‑offs associated with specific parameters and constraints required for collection in littoral and open ocean environments to produce the appropriate products.
  • Understanding of the various GEOINT tasking mechanisms and training, including expertise in drafting and submitting requirements using the appropriate systems.
  • Five (5) years of practical work experience as a GEOINT Collection Requirements Manager; must also have 5 years of work experience with GEOINT systems, database structures, and query tools using one or more of the following:
    • Geospatial‑Intelligence Management System (GIMS)
    • Web Fishtools
    • Collection feasibility software tools
  • Two years of experience writing technical analysis reports.
  • Demonstrated problem‑solving skills.
  • Proficient with general office automation software applications and use.
  • Familiar with National System for Geospatial‑Intelligence policies.
  • Demonstrated presentation skills, including but not limited to presenting at professional or academic conferences.
