Job summary

The California Department of Public Health is seeking a Budget/Expenditure Analyst to join the VRSD budget team in Sacramento. The Analyst II will independently develop and maintain program budget tools, trackers, and processes and provide technical support on fiscal issues.

This permanent, full‑time role offers hybrid work with a monthly base pay range of $6,031 to $7,547. Note: PLP 2025 reduces base pay by 3% through 2027; salary ranges shown do not reflect this deduction.

Job Description And Duties

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by providing budget and expenditure services to the Vital Records and Statistics Division (VRSD).

The Analyst II independently develops and maintains program budget and expenditure tools, trackers, and processes for VRSD, provides technical assistance and specialized knowledge on fiscal issues, performs complex program budget/expenditure assignments, and is responsible for budget/ expenditure projects, drills, and other requests. The incumbent is required to work closely with other operations and administrative staff, information technology staff, and program staff to coordinate and monitor the complex procedures used to develop and maintain fiscal compliance for the Division.

The incumbent works under the direction of the Supervisor I, Supervisor of the Budget and Expenditure Unit (BEU).

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.
