Job summary

PennSERVE in Harrisburg, PA seeks an Administrative Officer 2 to oversee AmeriCorps programs, ensure compliance, and strengthen program quality. The role supports responsible use of public resources and drives community impact through monitoring and performance review.

You will coordinate with staff to assess risk, develop monitoring plans, and prepare leadership summaries. A bachelor’s degree and 3+ years of related experience are expected.

Qualifications

  • One year as an Administrative Officer 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration)
  • Three years of experience in progressively responsible and varied office management or staff work, including experience in personnel management, budgeting, or procurement; and a bachelor's degree
  • Any equivalent combination of experience and training.
  • Ability to adhere to the values and ethics of the Department of Labor and Industry
  • Three or more years of experience in direct service and/or program management
  • Three or more years of working with Microsoft Office products.

Responsibilities

  • Program Oversight: Monitor assigned AmeriCorps programs to ensure compliance and strengthen program effectiveness
  • Regulation Guidance: Explain federal, state, and PennSERVE requirements and recommend adjustments to improve alignment
  • Risk Assessment: Collaborate with staff to evaluate risk levels and support the development of monitoring plans
  • Performance Review: Track progress toward objectives, provide feedback, and help develop corrective action plans
  • Monitoring Visits: Conduct desk reviews and on-site visits to evaluate compliance and document findings and required actions
  • Report Evaluation: Review performance reports for accuracy, request clarifications, and prepare summaries for leadership

THE POSITION

This position helps strengthen AmeriCorps programs that create positive change in communities across the Commonwealth. You will support essential efforts that improve public service, expand opportunities, and advance statewide impact. DESCRIPTION OF WORK

This position provides oversight, guidance, and support to AmeriCorps programs and other national service grants to ensure strong performance and compliance. It plays a central role in strengthening program quality, community impact, and responsible use of public resources. As an Administrative Officer 2, you will perform the following duties:

  • Program Oversight: Monitor assigned AmeriCorps programs to ensure compliance and strengthen program effectiveness
  • Regulation Guidance: Explain federal, state, and PennSERVE requirements and recommend adjustments to improve alignment
  • Risk Assessment: Collaborate with staff to evaluate risk levels and support the development of monitoring plans

Work Schedule and Additional Information:

  • Work hours are 9:00 AM to 5:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

  • You must have one or more years of experience working with or serving a state service commission, AmeriCorps, Senior Corps, Peace Corps, or the Corporation for National and Community Service dba the AmeriCorps agency.
  • You must have three or more years of experience in direct service and/or program management.
  • You must have three or more years of working with Microsoft Office products.
  • You must be able to perform essential job functions.
