We have an exciting opportunity for a Project Engineer in the GA-EMS Systems Engineering department. The candidate with previous Project Engineering experience, design engineering experience, or manufacturing engineering experience will primarily focus on supporting the U.S. Navy Ford-class Aircraft Launch and Recovery (ALRE) carrier programs. This team member is responsible for evaluating changes needed to the U.S. Navy ALRE baselines for modernization, enhancements in reliability/robustness, obsolescence, or design changes for manufacturing. This team member will present those changes in the form of an Engineering Change Proposal (ECP) or Requests for Variance (RFV) both internally and to the customer. This team member is responsible for the transition of an ECP from the pre-approved, development phase to approved implementation phase within the GA-EMS engineering organization. This team member may also represent ALRE engineering in the internal Quality Assurance (QA) Material Review Board (MRB). With limited direction, this position exercises considerable latitude in organizing the technical objectives for the review, research, design, development, and/or solution to advanced technical engineering problems. This position may also function in an advisory or project leadership role, providing input to peers and/or leadership to junior professional staff.

DUTIES AND RESPONSIBILITIES
  • Assign technical analyses and provide judgement, using a Systems Engineering approach, for the development, fabrication, testing, and integration of new or existing systems within GA-EMS.
  • Coordinate and interface with customers, contractors, and engineering groups assigned to projects.
  • Represent the organization as the prime technical contact.
  • Assist with developing program plans, budget estimates, proposal inputs, and schedules.
  • Develop and present technical material for Systems Engineering Technical Reviews (SETRs), including presenting to the customer.
  • Plan and coordinate the implementation of engineering solutions, including documentation, reporting, publishing, release, and configuration control.
  • Assist the Chief Engineer with design or technical staff activities. May provide leadership to junior professional staff.
  • Plan for future applications of solutions based on new developments in engineering technology.
  • Participate in the development of new or expanding business opportunities.
  • Maintain the strict confidentiality of sensitive information.
  • Responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Company.
  • Expected to work in a safe manner in accordance with established operating procedures and practices.

Job Qualifications
  • Typically requires a bachelors degree, masters degree or PhD in engineering or a related technical discipline from an accredited institution and progressive engineering experience as follows: twelve or more years of experience with a bachelors degree; ten or more years of experience with a masters degree; seven or more years with a PhD. May substitute equivalent engineering experience in lieu of education.
  • Must have a broad understanding of engineering concepts, principles, codes, and theory; experience demonstrating a broad application of those concepts; and willingness to expand knowledge of principles, concepts, theory, and practices in related technical specialties.
  • Must possess the ability to understand new concepts/solutions quickly; understand what parts of the engineering organization are needed to develop the new concept/solution further; organize, schedule, and coordinate work phases; and determine the appropriate approach at the task level or at the project level, to implement a solution.
  • Must have excellent communication, computer, documentation, presentation, and interpersonal skills, ability to work independently and as part of a team.
  • Must be able to understand multi-discipline engineering tasks; lead a team of less experienced team members; collaborate with other subject matter experts and provide/be subjected to objective peer review.
  • Must effectively interface with other departments, customers, government representatives, and/or professionals and have the capability of representing the organization as a prime technical contact
  • Ability to organize, plan, schedule, conduct, and coordinate workloads, most often among parallel project demands, to meet deadlines or milestones, with experience in project leadership.
  • Able to work extended hours as required to support design reviews or milestone deliverables.
  • Travel within the U.S. estimated to be up to 10% of annual working hours.
  • Ability to obtain and maintain U.S. Secret Clearance.
  • Demonstrated experience in the application of IEEE Standard 15288.2, Standard for Technical Reviews and Audits on Defense Programs;
  • Demonstrated experience in the application of the NAVAIR Systems Engineering Technical Reviews (SETR) process per NAVAIR SETR Process Handbook.
  • Comprehension of Earned Value Management System (EVMS) principles and demonstrated experience in providing status while working closely with a Cost Account Manager (CAM).
  • Familiarity with government Engineering Change Proposal (ECP) DD 1692 form and its criteria for completion.
  • Familiarity with government Request for Variance (RFV) DD 1694 form and its criteria for completion.
  • Ability to obtain and maintain a DoD security clearance is required.

Job Type: Full-Time Salary

Salary range: 116,480 - 208,505
