Job summary

Saliense is seeking a senior program manager with deep experience in national critical infrastructure policy and large-scale, cross-functional program leadership. The role emphasizes strategic planning, governance, and executive communication to deliver programs on time and within budget.

The candidate will interact with senior stakeholders, develop KPIs and dashboards, and ensure alignment of projects with organizational strategy in a fast-paced environment at Saliense's Arlington-area offices.

Qualifications

• 10+ years supporting SRMA with strategic planning, facilitation, sector outreach, and performance management and assessments.
• 7+ years managing large-scale, cross-functional programs from initiation through closeout, delivering on scope, schedule and budget.
• Technical expertise in National Critical Infrastructure Protection policy and strategy, and state/local government program operations.
• Demonstrated ability to build relationships with senior executives, clients, and delivery teams; translating technical complexity into clear, decision-ready communication.
• Proactive approach to risk identification, mitigation, and issue resolution in ambiguous or fast-changing environments.
• Experience establishing program governance, defining KPIs, and producing executive status reports, dashboards, and risk registers.
• Ability to connect day-to-day execution to organizational strategy and influence prioritization at the portfolio level.

Required Experience:

• Technical expertise in National Critical Infrastructure Protection policy and strategy as well as, State/local government critical infrastructure program operations and structures.
• Demonstrated ability to build and maintain relationships with senior executives, clients, and delivery teams; skilled at translating technical complexity into clear, decision-ready communication
• Proactive approach to identifying risks, developing mitigation strategies, and resolving issues before they escalated to keep programs on track in ambiguous or fast-changing environments.
• Experience establishing program governance structures, defining KPIs, and producing executive-level status reports, dashboards, and risk registers.
• Establish and maintain technical and financial reports that clearly demonstrate progress of projects to management.
• Ability to connect day-to-day execution to organizational strategy, identify dependencies across initiatives, and influence prioritization decisions at the portfolio level.
