Job Summary:

The AI Solutions Architect (Contractor) will lead the design and implementation of secure, scalable AI and Agentic AI solutions for the Arizona Department of Economic Security (AZDES). This hybrid role requires collaboration with internal teams, vendors, and development staff to develop, enhance, and streamline AI systems while ensuring compliance with state security, privacy, and data governance standards. The architect will provide technical leadership, define AI architectures, and support the AI strategy to scale capabilities across DES programs.

Responsibilities:

• Lead design and implementation of AI and Agentic AI solutions aligned with DES mission and public-sector standards.
• Define end-to-end AI architectures including data ingestion, RAG pipelines, LLM orchestration, and human-in-the-loop workflows.
• Provide technical leadership, architectural documentation, and guidance to internal teams and system integrators.
• Ensure compliance with State of Arizona security, privacy, accessibility, and data-governance requirements such as PII, HIPAA, and CJIS.
• Establish reference architectures and best practices for responsible and ethical AI use.
• Evaluate and integrate AI platforms, cloud services, and vendor solutions in coordination with procurement and legal teams.
• Design architectures supporting explainability, auditability, bias mitigation, and transparency in decision-support systems.
• Collaborate with DevOps, cybersecurity, and data teams to operationalize AI solutions from proof of concept to production.
• Support AI strategy, roadmap development, and executive briefings to scale AI capabilities across DES.

Required Skills & Certifications:

• Bachelor's degree in Computer Science or related field.
• Experience with AI development including Agentic AI, Azure OpenAI LLM, ML, RAG, and human-in-the-loop workflows.
• Proficiency in .Net (C#, VB.Net), HTML, JavaScript, and advanced automation tools (OCR, IDP, AI/ML).
• Strong written and oral communication skills.
• Ability to design and implement AI agentic solutions from business and technical requirements.
• Ability to develop technical specifications, designs, and architecture artifacts.
• Analytical skills to break down business problems into logical tasks and perform code analysis.
• Ability to manage multiple tasks and changing priorities effectively.

Preferred Skills & Certifications:

• Experience with Azure DevOps, Git, CI/CD pipelines.
• Familiarity with API/Services (REST & SOAP), MS Office, Google Suite, OnBase Unity Client.
• Experience mentoring developers in best practices.
• Knowledge of agile development methodologies such as Scrum, Trello, Kanban, SAFe, Lean principles, SDLC, and ITIL processes.

Special Considerations:

• Position requires candidates to be located in Phoenix, Arizona.
• Must be able to work hybrid with 1-3 days per month in the office.
• Candidates must pass background checks and drug screenings via HireRight.

Scheduling:

• Hybrid work schedule with 1-3 days per month onsite in Phoenix office.
