Job summary

RELX in Horsham, PA is seeking a Senior Program Manager to lead modernization initiatives across the government portfolio. You will coordinate cross-functional teams spanning product, engineering, operations, security, and release management.

You will manage the full project lifecycle, drive portfolio planning and AI-enabled engineering programs, build roadmaps, track milestones, and report status to senior leadership while ensuring compliance and security requirements.

Qualifications

12+ years of IT project management, program management, or PMO experience.
Bachelor’s degree in technology, finance, business, or related field, or equivalent experience.
Project governance certification (PMP, PRINCE2, Agile, or equivalent).
Strong project management, organizational, and stakeholder management skills.
Experience coordinating cross-functional delivery efforts in Agile environments.

Responsibilities

Own the program governance model across initiatives and maintain a single source of truth for status and risks.
Maintain a portfolio-wide view of priorities and ensure resource allocation aligns with strategic goals.
Manage all phases of projects through the product development lifecycle.
Lead cross-functional teams across Market Vertical, Product, Engineering, Testing, Legal, and Security.
Negotiate scope, sequencing, and trade-offs across large, complex projects.
Schedule and facilitate project review meetings and stakeholder updates.
Communicate program status to leadership and stakeholders with mitigation options.
Leverage AI productivity tools to improve planning, reporting, and coordination.
Support AI-assisted engineering, workflow automation, and modernization efforts.
