Overview

The Aging and Disability Resource Center (ADRC) Manager plans, implements, and supervises services to adults with disabilities and the aging population provided by Oak Park Township; administers the established program execution, regulatory compliance and supervises assigned staff within approved budget and annual benchmarks; leads staff and volunteers in providing courteous and efficient services in a caring, compassionate, and safe environment to empower, educate, and support participants. Team responsibilities include determination of participant needs, provision of appropriate services, and referral of participants to other resources and programs, as needed. The Manager coordinates staff and volunteers to ensure coverage for these programs and promotes Senior Services through outreach and written materials.

Essential Job Functions

  1. Coordinate and supervise daily activities of the Aging and Disability Resource (ADRC) team through training, education, supervision, and oversight.
  2. Ensure in-person office coverage during operating hours for the ADRC team including providing backup coverage for Welcome Center or benefits assistance, as needed.
  3. Supervise Benefit Specialists and Information and Assistance Specialists including hiring, training, coaching, goal setting, evaluating, disciplining, scheduling, monitoring, coverage support, layout of work, and payroll approval.
  4. Align all programs and services with ‘best practices’ and ensure that the team received updated information and training, as needed. Develop, implement, and maintain ADRC processes and procedures for all targeted populations.
  5. Conduct planning activities, which identify needs of older people, people with disabilities, and their support system, and determine how to best meet those needs within the resources allocated to the division.
  6. Work closely with leadership team by developing/revising department processes and procedures, participating in organizational development, integrating service delivery with other divisions in order to reduce barriers in meeting consumer’s needs/outcomes, and quality improvement projects.
  7. Responsible for identifying and achieving benchmarks for the number of applications/people served through all ADRC programs including, but not limited to: Information and Assistance, Intake, Housing, Options Counseling, Benefits Access Applications (BAA), Seniors Ride Free, Persons with Disabilities Ride Free, License Plate discounts, Medicare Part D Enrollments, Medicare Low Income Subsidy (LIS) applications, Supplemental Nutrition Assistance Program (SNAP), Medicare Savings Program (MSP), Medicaid, enrollment events for SHAP/SHIP services.
  8. All programs must be managed in accordance with AgeOptions service definitions and standards, Illinois Department on Aging and Illinois Department of Insurance Standards, and Oak Park Township policies and procedures, as applicable.
  9. Serve as Senior Health Insurance Program (SHIP) Coordinator including scheduling of appointments and volunteers, provide SHIP counseling, maintain records, provide follow up for client requests and problems, and act as liaison to the Illinois Department of Insurance.
  10. Maintain records of transactions; prepare reports as needed and conduct timely reviews of all specialist files.
  11. Serve as site coordinator for all assigned programs, including assistance with and coordination of the application process, maintenance of records, referrals to community partners, and follow up for client requests and successful resolution of complaints and problems.
  12. Provide outreach to hospitals, medical centers, and senior buildings within the service area, at community events, and other appropriate businesses in the community.
  13. Maintain monthly statistics and complete all reports required by Oak Park Township and funders on all programs in area of responsibility. Provide quality assurance for programs to ensure compliance with program standards.
  14. Seek to identify additional programs and opportunities to meet the needs of residents in the community and strategize with leadership on cost effective opportunities for integration into existing array of services.
  15. Attend meetings, trainings, seminars, and conferences as required.
  16. Perform other duties and manage special projects as assigned.
