Job summary

Command Cyber Solutions seeks an experienced Agile Program Manager to lead the CPE ST3 APS program as Key Personnel. The APM will drive the contract effort, manage an enterprise capacity pool, and coordinate with Government leadership to transition to an outcome‑based, agile delivery model.

Hands‑on Jira governance, flow metrics, backlog management, and cross‑directorate staffing are required, with emphasis on velocity and rapid adaptation to mission priorities.

Qualifications

• Bachelor’s degree or equivalent professional experience.
• PMP (Preferred) certification is valued and supported.

Responsibilities

• Lead the APS contract effort and interface with Government leadership.
• Build an enterprise capacity model for cross‑directorate resource allocation.
• Own Agile operating cadence: intake, backlog refinement, sprint planning, prioritization, sizing, execution, review, retrospectives, and continuous improvement.
• Use Jira as the primary control environment for work tracking, capacity visibility, workflow management, dashboards, and performance metrics.
• Provide real‑time visibility into sprint velocity, cycle time, task status, blockers, workforce capacity, and delivery predictability.
• Mentor Government stakeholders and contractor teams on backlog management, flow, Agile metrics, and capacity‑based delivery practices.
