Cepeda Systems and Software Analysis seeks an experienced Agile Product Owner to support NASIC at Wright-Patterson AFB in Dayton, OH. The Product Owner will bridge stakeholders, customers and software teams to define and prioritize backlogs, manage requirements, and guide sprint planning for mission success.

Responsibilities include creating and refining user stories and acceptance criteria, aligning priorities with engineering and program management, and supporting Scrum rituals.

Qualifications

• At least 10 years in Agile software development environments.
• Performing Product Owner responsibilities such as backlog management and sprint support.
• Workflow design, automation, dashboards, and governance.
• Integration amongst multidisciplinary teams and stakeholders.
• Proficiency with Jira, Confluence and Azure DevOps.

Cepeda Systems and Software Analysis a rapidly growing small business, is currently seeking an Agile Product Owner to support the National Air and Space Intelligence Center (NASIC) at Wright-Patterson Air Force Base in Dayton, OH. Bridging the gap between stakeholders, customers, and software development teams, the Product Owner will be responsible for defining and prioritizing product backlogs to ensure NASIC mission success through requirements management, sprint planning and execution, and workflow development.

JOB DUTIES AND RESPONSIBILITIES:

• Creating, refining, and prioritizing user stories and acceptance criteria that represent stakeholder needs and system requirements
• Aligning technical priorities; coordinating with engineering, program management, and development teams
• Supporting sprint planning, backlog grooming, daily team alignment, sprint reviews, and retrospectives
• Translating system needs and mission requirements into actionable development work
• Managing Agile tool environments, ensuring backlog structure, workflow automation, dashboards, and reporting structures are optimized

REQUIRED EDUCATION:

• Master's degree in a relevant field, or a Bachelor's and 4 additional years of experience

Required Experience:

• At least 10 years of experience in Agile software development environments
• Performing Product Owner responsibilities such as backlog management and sprint support
• Workflow design, automation, dashboards, and governance
• Integration amongst multidisciplinary teams and stakeholders

Preferred Experience:

• Support of transformation or modernization efforts such as Agile transformation
• Intelligence experience: MASINT, Directed Energy, or NCTI

Required Skills/Knowledge:

• Strong understanding of Agile frameworks
• Ability to translate engineering, systems, or mission requirements into development tasks
• Proficiency in Agile project management tools (especially Jira, Confluence, Azure DevOps)
• Strong communicator capable of expressing technical needs and managing expectations
• Ability to balance competing priorities and maintain clarity of vision for development teams

Preferred Skills/Knowledge:

• Systems engineering understanding
• Strategic communication
• Risk management workflows
• Integration and test coordination
• Cloud-native or digital engineering familiarity

Preferred License/Certifications:

Any of the following:

• Scrum-focused certifications (Certified Scrum Product Owner, Professional Scrum Product Owner, Certified Scrum Master)
• Atlassian certifications (Certified Jira Project Administrator, Atlassian Agile Fundamentals)
• SAFe Product Owner / Product Manager

REQUIRED CLEARANCE:
