Job summary

The Iowa Judicial Branch in Des Moines is seeking a Business Systems Analyst to analyze business and IT systems and develop long‑term solutions that support operational needs.

The role collaborates with stakeholders, manages backlog, writes requirements, uses Agile/Scrum/Kanban, and ensures alignment with state and federal regulations; strong communication and technical skills required.

Qualifications

• Associate’s degree in IT or a closely related field.
• Five years of full‑time professional experience in systems and networking, data science, IT project management, MIS, or closely related experience.
• Experience may be substituted with related education under applicable policy and guidelines.
• Preferred qualifications include Agile/Scrum experience and professional certifications.

Responsibilities

• Collaborate with judges, court staff, business users, developers, and external partners to elicit, analyze and document detailed business requirements for new systems, enhancements, and vendor‑provided features.
• Translate business needs into functional designs and UI requirements; collaborate with technical teams to design, test, and implement solutions.
• Work with IT project managers, stakeholders, developers, vendors and judicial staff to ensure alignment and clarity on deliverables.
• Participate in Agile ceremonies such as standups, backlog refinement, sprint planning, reviews and retrospectives; maintain a well‑prioritized backlog.
• Design process flow diagrams, facilitate data mapping, and lead discussions for data reconciliation across systems.
• Analyze current processes to identify inefficiencies and opportunities to optimize workflows and data accuracy.
• Serve as primary contact for vendors and manage communication and performance for software, data, or projects.
• Coordinate UAT activities and provide testing support and feedback for improvements.
• Monitor system performance, troubleshoot issues, and coordinate resolutions with IT and vendors.
